Ways Tikhonova: Teksler "Lanit" will go on the case of the Deputy Minister of Energy

Earlier, The Moscow Post discovered a long-standing connection between one of the defendants in the theft case during the creation of the GIS fuel and energy complex personally with Philip Gens, and today we will tell you about the role in this story of the Chelyabinsk governor Alexei Teksler, former Deputy Prime Minister Olga Golodets, who turned out to be the director of the company in London, and her faithful "squire" Lyubov Yeltsova.

Recall that the criminal case of the ex-deputy head of the Ministry of Energy, the ex-head of the Federal State Budgetary Institution "REA" Tikhonov was based on the testimony of his subordinate Roman Shcherbov, who was only fined 5 million rubles for transferring bribes for 120 million rubles. Prior to that, the ex-head of the information technology department of the fuel and energy complex of the Ministry of Energy Shcherbov also served time for taking bribes, but was released ahead of schedule. It was rumored that the connections of his mother-in-law, Lyubov Yeltsova, who once held the post of Deputy Minister of Labor of the Russian Federation, could help with a lenient sentence. In addition, Yeltsova is an old acquaintance of Tikhonov, as well as, probably, Teksler and Deputy Prime Minister Alexander Novak and "protégé" Olga Golodets.

It is Shcherbov's testimony that now has a significant role in the verdict of Tikhonov, whom his friend, Deputy Prime Minister Alexander Novak, may try to "pull out." And, most likely, Novak is here not only as a family friend, but also an interested person. After all, the Accounts Chamber had questions for Novak through the GIS TEK.

By the way, the opinion that not all of those who should sit are now in the dock is confirmed by one episode. So, on December 29, 2015, two defendants - Shcherbov and Udintsev were arrested, on the same day Shcherbov's deputy Dmitry Goncharov was released. According to the informant The Moscow Post, the first thing he did was transfer an advance to Softline Igor Borovikov, who flashed in the same story.

Money, according to the informant, could be turned into cash and allowed for various "needs" of Tikhonov's comrades. And what is interesting: Borovikov and Goncharov in this story, as it were, are not at work. Among the accused, such are not listed.

Meanwhile, Tikhonov's defense insists on a reservation on the part of Shcherbov - they say, he did not take any bribes and in general the system is efficient, which means they did not steal anything on it.

Trio from the Ministry of Energy

Together with Novak and Tikhonov, Alexey Teksler also played his role in GIS TEK.

In 2013-2014, he was the deputy head of the Ministry of Energy. The minister then was his former boss for Norilsk Nickel, Alexander Novak.

Texler in the Ministry of Energy just oversaw the creation of GIS TEK.

On the REA website, there were reports of meetings with the participation of Tikhonov, Teksler and the Accounts Chamber, at which issues of creating the system were discussed. For example, in the 2019 meeting, Texler praised the system in every way. The very one according to which Tikhonov will be detained literally in a year. And although the agreement with the same Lanit was signed as a customer of the REA, it was the Ministry of Energy that was the main controlling body.

It was the commission of the Ministry of Energy of the Russian Federation that was responsible for putting the system into operation and signing documents on this. For example, in February 2018, the commission "refrained from immediately putting the FEC GIS into operation immediately after the completion of the system acceptance." We were waiting for amendments to the law, after which changes were made to the state program "Energy Efficiency and Energy Development" providing for budgetary financing for the improvement of the system, commissioning and start-up of operation of GIS TEK 2.0. On September 11, 2018, a new agreement was concluded between the Ministry of Energy of Russia and the REA on the allocation of subsidies for the finalization of the GIS fuel and energy complex. That is, Texler was among those who distributed the money in the REA, and they had already lowered it into the same Lanit.

It was also Texler who, by his letter, issued various instructions to Tikhonov as part of the creation of the GIS TEK.

Moreover, it was Texler and Tikhonov who once addressed the letter "On unaccounted proposals in the plan for the creation of GIS TEK" to Nikolai Shulginov, deputy head of the board of SO UES, that immediately after Novak will take the chair of the head of the Ministry of Energy, and which will be talked about as Novak's assistant to save Tikhonov.

And in general, Novaka, Teksler and Tikhonov also united work on the field of Krasnoyarsk politics, including as part of the team of Khloponin.

The same Khloponin, who, when he was his deputy prime minister, was suspected of a bribe disguised as a villa sale from billionaire Mikhail Prokhorov. Both defendants denied the charges. Later, after Khloponin left all posts in the government, it was rumored that he had moved either to Israel or to Italy.

And here is the irony of fate: the main witness of the prosecution Shcherbov is the son-in-law of Lyubov Yeltsova. And as you know, before becoming Deputy Minister of Labor, she worked in Norilsk Nickel, where Teksler and Novak built their careers.

Texler managed to jump off the "train" in time. He was appointed chief in the Chelyabinsk region in 2019, that is, a year before Tikhonov's arrest.

By the way, Mr. Texler himself is not at all without a rib. In his declaration of 2021, there is, for example, an apartment in Cyprus for 112 square meters. m.

And wife Irina Teksler was engaged in business some time ago. True, its LLC "Euromanagement" was liquidated in 2011. According to media reports, she was also the founder of the Tone Club sports club in Moscow, which was later sold. Judging by the income from the declaration, Ms. Texler did not work at least in 2021: annual income - 10 thousand rubles.

The question arises, Shcherbov had nothing to say in the history of GIS TEK about Teksler, who suddenly drew an apartment in Cyprus from somewhere?

It will also be useful to recall that in 2015 Texler received a remark "for improper performance" of official duties, but the details were not disclosed. Wasn't GIS TEK concerned with this remark?

"Squire" Golodets

Speaking of Shcherbov, it is worth recalling a little about his mother-in-law - Lyubov Yeltsova.

There is an opinion that Yeltsova's career went up thanks to Olga Golodets, who also held positions in Norilsk Nickel. And having become deputy prime minister in 2012, Golodets seems to have pulled up Yeltsov to the budget feeder. In the same year, she took the chair of the deputy head of the Ministry of Labor.

An interesting fact: judging by the income declaration, in 2017 Yeltsova received a one-time subsidy for the purchase of housing - 7.4 million rubles. But at the same time, according to the same declaration of 2016, she already had a fairly spacious apartment and other real estate.

According to the informant The Moscow Post, back in 2012, Yeltsova allegedly gave her daughter an apartment of 132.3 square meters with a cadastral value of more than 34 million rubles. As far as this is true, we cannot judge, but even the income declaration suggests that Yeltsova did not need a housing subsidy from the budget.

By the way, one of the victims of the actions of the defendants in the Tikhonov case filed an application with the Prosecutor General's Office, in which he asks to check that long history with the subsidy. So, the competent authorities may soon visit Shcherbov's mother-in-law.

The author of the appeal is Alexei Savin, a representative of ISSB LLC, which they tried to prevent the tender and openly extorted a bribe. It was on this that Yeltsova's son-in-law, Shcherbov, and his intermediary Igor Udintsev, burned down. The Moscow Post has already talked in detail about how "strangers" were cut off so that budget millions would go to the right contractor.

Shcherbov clearly carried his share in the family, therefore, it is not surprising if the mother-in-law at one time scuppered for connections that helped to pass a lenient verdict in the first case and brought only a fine in the second.

Both Golodets and Yeltsova are not civil servants today. They were sheltered in their division by German Gref. In 2020, Golodets took the post of deputy head of the board of Sberbank, where she oversees digital GR (Governance Relations), that is, relations with civil servants. Yeltsova, in various sources, appears as an adviser to the deputy head of the board of Sberbank, that is, in fact, he again works under the wing of Golodets.

Overseas cubicle

It seems that in the chair of the official, not only Yeltsova, but also Golodets did not earn much money.

Judging by the income statement for 2013, then Deputy Prime Minister Golodets in Switzerland had a share in the ownership of the dacha, and in Italy - on an apartment of 250 sq.m. In 2020, the press service of the official even had to make excuses and refute her residence permit in Italy.

Golodets did not leave love for abroad even after moving to Sberbank. As The Moscow Post found out, she is one of the directors in the British company Sabbanque de Russie LTD. There, among the directors, German Gref appears, as well as other top managers of Sberbank.

Interesting: a certain Olga Golodets also appears in a number of American companies, including OK Concept Inc, Magnolia Property Group LLC, and Kirill Golodets associated with this lady is also related to at least three more American legal entities - Alder Ridge Apartments LLC, Noveltech Consulting LLC and Maple Ridge Property Group LLC. Whether it's namesakes, or Ms. Golodets has interests in the U.S., we don't know.

Let's return to the case of Tikhonov and Yeltsova's son-in-law Shcherbov, who was responsible in the contract for GIS TEK for interaction with the contractor - Lanit Gensov.

And here is a coincidence: the transfer of a bribe to Tikhonov, according to the investigation, began just from London - with a certain Denirello LLP.

And now watch your hands: the same Lanit is today a major contractor for contracts, including Sberbank, where mother-in-law Shcherbova and Golodets, part-time director of a company from London, now work. The stars came together very interestingly, don't you find it?

The details revealed during the trial in the Tikhonov case are not the first time leading to suspicions that someone is missing on the court bench. Who else will join this list, time will tell.
