The media have already suggested that the criminal case of Dmitry Kolker may be related to the case of Academician Sergei Bagaev, scientific director of the Institute of Laser Physics of the Siberian Branch of the Russian Academy of Sciences. Academician Bagaev is suspected of large-scale fraud.

The investigation claims: an imaginary contract for the provision of services was concluded between the institute and the laser center. Damage - 2 million rubles. A similar episode appears in the criminal case of the director of the Institute of Laser Physics Alexei Taichenachev, his actions were qualified by the investigation as abuse of office.

Note that during the investigation in the case of both Taichenachev and Bagaev and Kolker, as in a famously twisted detective, the names of the top manager from the Ministry of Industry and Trade Pavel Smirnov, Nina and Pavel Voronin, businessmen from the Nizhny Novgorod province, unexpectedly surfaced. And in the same company - the governor of Nizhny Novgorod Gleb Nikitin turned out to be very unexpected.

Dzerzhinsky "sprut"

Before covering the latest events around Novosibirsk State University and the Siberian Laser Center, we will mentally move to the Nizhny Novgorod province, to the city of chemists Dzerzhinsk, where back in 2018 the investor planned to invest 200 million rubles in the placement of a laser-plasma plant. And all this, as it turns out today, was associated with the work of leading Russian scientists in Novosibirsk.

The Development Corporation of the Nizhny Novgorod Region at that time was working on the selection of a site for an investment project to accommodate a new production of Optogard Nanotech LLC.

In the fall of 2018, the company planned to transport a high-tech laser-plasma installation. And the project's planned capacity, as promised, should have taken about two years with the creation of more than 30 high-tech jobs.

And the city of chemists Dzerzhinsk was considered as a base site for placing production.

Representatives of law enforcement agencies, where a huge number of applications for Voronov's GOP companies have accumulated, say that Gleb Nikitin lacks the political will to initiate criminal cases: there is still no clearly formulated order.

The second phenomenon: "consultant" Smirnov

Both the already mentioned Pavel Yuryevich Smirnov, consultant of the import substitution and quality department of the Ministry of Industry, Trade and Entrepreneurship of the Nizhny Novgorod Region, is connected with both Nikitin and the Voronov. And he is the founder of Nanotech LLC.

It was Mr. Smirnov who in one of his few interviews broadcast that Optogard Nanotech (a resident of the Skolkovo Foundation's cluster of advanced production, nuclear and space technologies) raised 110 million rubles in funding. But the investor was the already mentioned group "Garant," to which the Voronov family is directly related.

As part of the transaction, investors and founders of the company became partners, which ensured - in the opinion of the same Mr. Smirnov - a mutually beneficial distribution of shares in the authorized capital of Optogard Nanotech LLC.

"The Optogard Nanotech company," as Pavel Smirnov, the company's general director, told reporters, "is developing a laser-plasma installation that has no analogues in the world. As a result of processing, the material acquires characteristics that are not available for traditional methods and technologies, which allows solving many problems. The joint project with the Garant PG, as Mr. Smirnov explained, involves assembling a multifunctional laser-plasma plant from scratch and putting it into pilot operation with subsequent transfer to the Nizhny Novgorod region, to the farm of Governor Nikitin.

The case of Academician Bagaev

Recall that the first criminal case was initiated against Academician of the Russian Academy of Sciences Sergei Bagaev, who served as scientific director of the Institute of Laser Physics of the Siberian Branch of the Russian Academy of Sciences.

The case is being investigated under Part 4 of Art. 159 of the Criminal Code of the Russian Federation (fraud on an especially large scale). But the procedural status of the 80-year-old academician is "suspect." And a preventive measure has not yet been chosen for him.

According to the investigation, all work under the agreement was carried out by the employees of the institute, but part of the money under the contract was received by a commercial "daughter" - the Siberian Laser Center, which is headed by Academician Bagaev.

For this, the prosecution believes, a deliberately imaginary agreement was concluded between the institute and the Siberian Laser Center. The investigation estimated the damage at 2 million rubles.

Indeed, back in October 2021, according to the documents of the arbitration, the amount of the principal debt was recovered from Optograd Nanotech LLC at the suit of the Institute of Laser Physics - 1,350,397 rubles, penalties - 83,593 rubles. and state duty costs - 27,339 rubles.

So Optograd Nanotech LLC turned out to be connected with a criminal case against the director of the Institute of Laser Physics Alexei Taichenachev.

The company transferred more than 6 million rubles. to the institute for the implementation of research work. Alexey Taichenachev transferred 2 million rubles. Association Siberian Laser Center allegedly to perform work, but all work under the contract was carried out by employees of the Institute of Laser Physics.

But how then did it turn out that the Optograd Nanotech company was "chemically" coupled with the Garant company, the Voronin family, with the help of a man from the Ministry of Industry and Trade Smirnov, and criminal cases began to be instituted against the "color" of Russian science?

While the material was being prepared for publication, it became known about the arrest of another famous scientist - 75-year-old Anatoly Maslov, who, like Professor Kolker, has already been sent to the Lefortovo pre-trial detention center. Professor Maslov is the chief researcher at the Institute of Theoretical and Applied Mechanics of the Siberian Branch of the Russian Academy of Sciences.
