In Cyprus, an investigation has begun into large offshore financial schemes in which Russian oligarchs are involved. According to a source from The Moscow Post, Andrei Severilov may be among one of the defendants in the investigation.

Most of the police are interested in the cases of the Cypriot company Parallel Nomines Cyprus Limited. The latter was associated with the case of the ex-Minister of the Open Government Mikhail Abyzov and Andrei Severilov.

According to a source from The Moscow Post, there are 30 cases in the works, and FBI and FinCEN (Financial Crimes Enforcement Network) agents who arrived in Cyprus - financial crime agencies will assist in the investigation of financial crimes and money laundering, as they have experience in how to find a monetary trace and documentary evidence in difficult cases.

As we learned, according to one of the episodes, the check takes place in relation to PARALLEL NUMBERS CYPRUS LIMITED, whose employees are Katina Papanikolau, Armando Vila Cabrera, Anastasia Euripidou, Oleg Gonchar and Victoria Gonchar. For readers of The Moscow Post, all these names are already known. Some of them were mentioned in the case of nationalization of FESCO shares, which passed from the convicted Magomedov brothers to the state, and some in the criminal case of ex-minister Mikhail Abyzov, accused of multibillion-dollar embezzlement and withdrawal of the stolen through offshore.

We will not repeat ourselves in the details and chains of the relationships of Cypriot companies. Only note that it was with PARALLEL NAMES CYPRUS LIMITED (through offshore from the British Isles - ORIDEN HOLDINGS LTD) that the Panama dossier linked a certain Andrei Severilov (ANDREW SEVERILOV) and his family foundation Andex Foundation from Liechtenz Stein, who appeared in the affairs of Abyzov and the Magomedov brothers.

Moreover, the defendants in the "Abyzov case" are Vladimir Niyazov and Andrei Titarenko, who were previously put on the international wanted list. Their full namesakes, judging by the data of the Panama Dossier, also have a connection with a foreign company - ROMOS LIMITED and, most likely, live quietly in Cyprus. In addition, according to the informant, he connects these all gentlemen, just PARALLEL NUMBERS CYPRUS LIMITED, serving ROMOS LIMITED.

As for a certain Mr. SEVERILOV, according to reports, he, in addition to appearing as a person with Dominican citizenship, is the owner of ORIDEN HOLDINGS LTD, and has a residence address in Latvia. He is also associated with such firms as DaVinci Travel, traces of which lead to FESCO top manager Andrei Severilov, who was re-elected chairman of the board of directors of DVMP, the group's parent company, in 2023.

The same Mr. Severilov was previously the head of Parallel LLC. UK, "which had a branch in Cyprus. The connection, as they say, is obvious, but the competent authorities in Russia for some reason do not want to see it.

Despite the fact that even in the case of the Magomedov brothers, it is directly indicated that, according to the Prosecutor General's Office, Severilov, his business partner and offshore companies are also responsible for corruption offenses committed by ex-Senator Magomed Magomedov.

Earlier, the editors had already talked about how the writer Sergei Tyulenev, according to him, allegedly, having handed over his Cypriot passport to an old acquaintance Andrei Severilov, suddenly turned out to be the founder of 300 foreign companies. Such "baggage" forced Tyulenev, who is a citizen of Cyprus, to contact law enforcement agencies, but in Russia they worked after sleeves. Only the applications filed with the Cyprus police stirred up the swamp. It also turned out that firms were also registered with Tyulenev in the United States, where he had never been.

Among them, for example, PLATINUM NET LIMITED, TRANSUNIONGLOBAL LLC, FLORIDA SIGN FACTOPY, INC, according to which Cypriot lawyers filed statements with the Florida police in order to establish who has the right to dispose of the account and where the money comes from to the account. Our source said that the documents submitted for the opening of these firms were signed on behalf of Katina Papanikolau, director of the Cypriot company PARALLEL NOMINEES CYPRUS LIMITED, which appeared in conjunction with Mr. Severilov in the case of the Magomedov brothers.

Legalized schematics for the withdrawal of millions?

According to the source, all this box of companies, slapped in haste on someone else's passport, could be used to withdraw funds from Russia according to various schematoses.

So, the editors have previously talked about how a certain Trofense Holding Limited, also leading to the above chain, was involved in land transactions in the Moscow region and in the bankruptcy case of Eurofinance LLC. She also appeared in the Panama Dossier next to the names of banker Alexei Bogachev, ex-State Duma deputy Ildar Samiev, businessman Sergei Govyadin.

In addition, the same Trofense appeared in history on a mysterious loan issued to a certain LLC "Zarechye," where another LLC - "Sport-Modern" acted as a guarantor.

Allegedly, in 2015, RosinterBank issued a loan to Zarech - 561 million rubles at a completely wild 23%, which was not returned on time. In 2020, debt was transformed by some miracle into currency and amounted to more than $8.2 million, of which 3.3 million - the debt itself, and the rest - interest and penalty. In 2016, the bank ceded the right to claim the debt to Labini Investments Ltd., which was associated with Alexei Bogachev, the owner of Sistema Bank, where it had a Trofense account. Moreover, the next day, Labini cedes the right to claim Trofense's debt. As a result, in 2021, the court recovered the entire requested amount in favor of the Cypriot company and now it has the right, under the cover of this verdict, to withdraw $8.2 million from Russia. The scheme, as they say, the mosquito will not sharpen the nose! And how many more such episodes?

Recall that at one time the above PARALLEL NUMBERS CYPRUS LIMITED appeared as Trofense secretary in open sources.

And the most interesting thing: the Zarechye company ceased to exist, and RosinterBank "burst" back in 2016, after which it discovered the loss of electronic dossiers and 71 billion rubles of shortage. In addition, today the Cypriot company is seeking bankruptcy of Sport-Modern LLC. None will be the wiser?

The owner of Sport-Modern during the conclusion of loan agreements was also Marina Lebedeva, the full namesake of the State Duma deputy of the fourth convocation, whom they wrote about as a bakery hostess who received prominent figures in her house on Rublevka - from politicians to businessmen. Noted among the owners of the LLC and Sergey Govorukhin, who is now the head of the Bar Association "Law and Perspective."

The bank "burst," money can be withdrawn

Or here else: some SELVAN INVESTMENTS LIMITED, TINGUETA HOLDING LIMITED, SUNDSVALL TRADING LIMITED and STEVONA MANAGEMENT LTD, where the famous Ms. Papanikolau was also noted, also appeared in the history of the collapse of the Russian Merchant Bank.

The bank itself "burst" in 2018, but in the history of its "collapse" it was not without fraud. So in 2023, the ex-head of the board Igor Safonov was convicted - for the theft of more than 4.6 billion rubles. The bank issued deliberately bad loans and liquid assets were replaced by illiquid ones.

Through Cypriot firms registered with Mr. Tyulenev, money could also be withdrawn from the bank under the guise of returning funds to a foreign shareholder. According to the source, more than 600 million rubles could "float" under this scheme.

If you look at the scheme of RTBK shareholders, you can see all the familiar faces - the same Ms. Gonchar from PARALLEL NUMBERS CYPRUS LIMITED. There is also TINGUETA HOLDING LIMITED, which through the disclosure of shareholders of Loko-Bank is associated with Mr. Severilov.

According to a source from The Moscow Post, in general, the Cyprus pyramid could be related to the withdrawal of over 100 billion rubles from Russia for various transactions, and the transactions themselves were covered up with schematic contracts. This could lead to non-payment of taxes on large sums and concealment of the income of Russian citizens. Perhaps the investigation launched in Cyprus will eventually force Russian law enforcement officers to take a closer look at the defendants?
