A threatening situation has developed in the Pavlovo-Posad urban district of the Moscow region, especially in Elektrogorsk, which was "merged" with Pavlovsky Posad into a single municipality in 2020. We are talking about entire spheres of social life and the national economy: there is an acute shortage of specialists in medical institutions, education and the communal sphere are rocked by corruption scandals almost every month. Against this background, thoughts come to mind not only about corruption (ubiquitous in the region under Governor Andrey Vorobyov), but, first of all, about the catastrophic inefficiency of officials, including due to extremely low professional qualifications.

As soon as The Moscow Post began to "dig" in that direction, it revealed something that even such seasoned journalists like us did not expect. It turned out that the current head of the GO, Denis Semenov, could not have the right to hold senior positions in the municipal service at all, namely at the head of Elektrogorsk (2016-2020) and even more so the united GO (from 2021 to the present).

In addition, Semenov's very entry into municipal service could be related to the business interests of the current head of the Council of Deputies of the Pavlovo-Posad city district, Roman Tikunov. According to the Network, Mr. Tikunov allegedly had a criminal record for abuse of office and robbery in the past. Previously, Mr. Tikunov was also the head of the Council of Deputies of Elektrogorsk. Recall that according to the Law of the Moscow Region No. 276/2019-OZ, the heads of municipalities, in particular, Pavlovo-Posadsky district, are elected by deputies of the Council of Deputies.

Semenov is Tikunov's man. Previously, the latter was among the founders of Elinkom LLC, a management company that serviced up to 98% of the residential stock of Elektrogorsk. After graduating from Vocational school No. 34 in Elektrogorsk, Mr. Semenov worked first as an engineer and then as the CEO of this company. With the alleged patronage of Tikunov and Semenov, this criminal company has accumulated state contracts worth over 370 million rubles, and is now in the process of bankruptcy. It is quite possible that there was a direct conflict of interests and a corrupt interest in Semenov becoming the head of the GO at a time when Tikunov was "steering" the legislative body of first Elektrogorsk, and then the united Pavlovo-Posadsky city. But first things first.

According to the source, he allegedly has papers at his disposal that may indicate that Denis Semenov, at the time of his appointment to the post of head of the city of Elektrogorsk in 2016, could have had no higher education. However, this is one of the necessary conditions for appointment to such a position.

Initially, back in 2016, Denis Semenov awarded a diploma of higher education from the Moscow State University of Technology and Management (MGUTU named after K.G. Razumovsky) with a degree in engineering. Allegedly, this diploma could be an ordinary fake, which the personnel service of the administration of Elektrogorsk could pay attention to. Subsequently, he, Semenov, allegedly provided another diploma of higher education - the Institute of Management, Economics and Innovation of Higher Professional Education in the specialty "State and Municipal Management" (qualification "manager") from 2016.

We cannot claim that the first or second diploma is fake. At the same time, several facts draw attention to themselves. The editorial office had at its disposal a photocopy of the document, which looks like a page from Semenov's diploma of education at MGUT with a degree in engineering dated May 20, 2010. We could not find any information about the issue of this diploma (as well as a diploma from the Institute of Management, Economics and Innovation) in any registry. The fact that Semenov allegedly graduated from this university is claimed on many sites on the Web, for example, here.

Then it gets more interesting. We got photocopies of another document, which, hypothetically, could be part of Semenov's higher education diploma from the Institute of Management, Economics and Innovation. The photocopy, which looks like an attachment to a diploma, states that the document of previous education is a diploma of primary vocational education, issued in 2006. But by 2016, Mr. Semenov had been a graduate of MGUTU for six years, hadn't he? Why didn't he provide exactly this information, but only information about primary vocational education?

In the situation with primary vocational education (vocational school No. 34 in Elektrogorsk), the following point is interesting. A few years ago, Denis Semenov sued Nikita Bocharov, a resident of Elektrogorsk, who dared to leave the following comment on the Vkontakte social network: "And then it dawned on me in the morning. If the Mayor of the city added me to the emergency list after criticism, is he a fool or just a second-year student who then graduated from vocational school? RF. Moscow region. The city of Elektrogorsk. <address> and this is his account."

According to our information, Mr. Bocharov studied at the same vocational school as Denis Semenov. The very fact of being "banned" for online criticism is already remarkable. Semenov convinced the court that this information allegedly discredited his honor and business reputation. In vain, the court refused to satisfy the claims. Has Bocharov really hit the nail on the head?

Further, it is known that in 2016 Denis Semenov studied at the Russian Presidential Academy of National Economy and Public Administration (branch in the Vladimir region). According to the source, he allegedly has papers that may indicate that a diploma from the Moscow State University of Technology and Management could have been submitted as a supporting document of higher education upon admission to the Russian Academy of Sciences. Again, we did not find any information about it in the registers.

There is no doubt that Semenov really studied at the RANGHiGS. The question is different. After all, his studies at the RANGHIGS took place in almost the same specialty as (allegedly) at the Institute of Management, Economics and Innovation. Why does he need two diplomas in an almost identical specialty? Is it really so that at least one of them is real?

In addition, the first two diplomas of higher education, which Semenov allegedly has, involve full-time education. But Mr. Semyonov had already been working for the entire second half of the noughties. Our urchin has matured everywhere...

Thus, there are too many inconsistencies in the "educational" biography of Denis Semenov, the head of the Pavlovo-Posad GO. And if the first two diplomas are Filkin's diploma, it can easily be assumed that he might not have had any real qualifications for his position (including leadership of Elektrogorsk). Isn't this the reason for the shameful (as residents believe), critically low quality of management of Pavlovo-Posad GO?

More importantly, if the information about the first two diplomas is confirmed, it can be assumed that Denis Semenov could have submitted forged documents when applying to the municipal service. Such actions may fall under Article 327 of the Criminal Code of the Russian Federation (Forgery, manufacture or trafficking of forged documents, state awards, stamps, seals or letterheads), which in peak cases is punishable by imprisonment for up to three years.

Government contracts for the bankrupt

Now let's get back to where we started. Why approve such a person for the position of head of a municipality? Or even "push through"? The answer may be prosaic - the commercial interest of the current head of the Pavlovo-Posadsky city Council, Roman Tikunov, could well be behind this. The one who is allegedly credited on the Web with having two criminal records at once.

Yes, as you guessed, we are talking about the management company "Elinkom". We were not the first to draw attention to this company and the possible conflict of interests between Tikunov and Semenov. A year ago, it was UtroNEWS that was the first to analyze this situation in detail.

Let us briefly recall that Roman Tikunov was the owner of this structure in 2015-2017. He has held the position of deputy of the Council of Deputies of Elektrogorsk since 2012, and became chairman in 2017. And in 2016, presumably, he "pulled up" his protege Denis Semenov, who by that time had risen to the CEO of Elinkom.

It was during this period that Elinkom took over management of up to 98% of the residential stock of Elektrogorsk. And also a lot of money on government contracts. The October 15, 2024 article by UtroNews talks about the company's debts, enforcement proceedings opened against it, tax arrears, and more. Even then, the company was in bankruptcy proceedings, having a negative asset value and a lot of debts. One of the largest debts is owed to the administration of Pavlovsky Posad, whose council of deputies was already headed by Tikunov by that time.

What do we see a year later? The organization is still in the process of bankruptcy, the value of its assets by the end of 2024 is minus 107 million rubles, and the debt on short-term obligations is 150 million rubles. Moreover, the information about the co-owner of the enterprise, Ekaterina Ostrovskaya (33%), submitted to the Unified State Register of Legal Entities, was found to be unreliable.

Another owner, Ramil Abduvaliev (67%), received his shares from Mr. Tikunov. And the same Abduvaliev turned out to be connected with Denis Semenov through Technostroy LLC. In 2014-2016, it was Semenov who owned shares in it. And now the only owner is Abduvaliev. In general, they are clearly not strangers to each other.

But the most important thing is next. If a year ago, when it became known about the bankruptcy claim, the amount of Elink's state contracts was 248 million rubles, then as of October 2025 this amount has increased (!) to 376 million rubles. Most of them are from local municipal institutions.

Oh, my God! Does it really turn out that the municipal authorities under the leadership of Semenov and Tikunov, knowing full well that the company was in bankruptcy, had a lot of debts and only two people on staff, continued to sign government contracts with it? And where is this money, because by the end of 2024, the company did not receive a single penny of profit?

It's all hard to wrap your head around. And wasn't that why the bankruptcy proceedings against Elinkom were launched in order to hide the traces of possible abuses and frauds - for hundreds of millions of rubles? Ends in the water. And after the information about the inconsistencies in Semenov's "educational" biography and his connections with Tikunov and Elinkom, who will be surprised at the catastrophe that is happening in education, healthcare, housing and communal services and other areas of the Pavlovo-Posad city district?
