Well, quite Karaput: Sobyanin's developer Pavel Tyo is preparing a "flight" to Paris

Pavel Tyo, wanted by Kyrgyzstan on suspicion of financing the Kolya Kyrgiz organized criminal group, found a luxurious "spare airfield" in Paris, under the guise of a mortgage for which large sums can be withdrawn from Russia.

The intrigue around the story of the wanted list in Kyrgyzstan of the owner of the largest Moscow developer Capital Group Pavel Tyo, associated with Sergei Sobyanin, is gaining momentum. While experts were building versions of whether this would hit Cho's reputation and give him to another country, a message about him disappeared from the website of the State Committee for National Security of Kyrgyzstan. Cho managed to negotiate or played back there, it is not known.

Meanwhile, The Moscow Post found a "spare airfield" in Paris - a firm where at least three apartments were purchased on a loan taken from a foreign bank - from Thieu and his family. At the end of December 2023, Teu reissued the entire Paris asset to his spouse.

Meanwhile, in the Moscow division of Cho in March 2024, another trustee of the developer was sold to a liquid company, which may act as a kind of payment for assistance in taking part of future transactions "into the shadows."

Details in the material of the correspondent of The Moscow Post.

We will remind, a few days ago there was a message that the Kyrgyz authorities are looking for Russian businessman Pavel Tyo on suspicion of financing the organized criminal group Kamcha Kolbaev, who was part of the international criminal group "Fraternal Circle."

Kolbaev (aka Kolya Kirgiz) was engaged in bribery and human trafficking, in 2012 he was included in the list of the world's largest drug lords. After his death, expensive cars and more than 850 real estate objects were seized into state property, some of which were illegally taken away by him, and some of which were withdrawn from state property.

It was reported that the October court of Bishkek arrested Tyo in absentia and he was put on the wanted list for criminal prosecution.

But now a message about Cho has disappeared from the website of the State Committee for National Security of Kyrgyzstan. Did the developer Sobyanin really pull over his connections and solve the question? And if it were not possible, then it would be possible to look for it in Paris, where, as it turned out, for several years now an alternate airfield has been prepared?

Chaux with a French accent

The Moscow Post discovered in the French register the company BRACHIUM, created in June 2016 for real estate activities. The owners of the company are citizens of Russia: Olga Te-karput, Sofya Te, Alexandra Te and Pavel Te.

Olga Tyo-Karput is the wife of the developer Pavel Tyo, and Sofia and Alexandra are their children. The fact that these are not namesakes is indicated by the documents themselves, citing the facts from Cho's biography.

Judging by the documents from the register, a company was created, probably for one purpose - the purchase of luxury apartments in Paris, located at 4 avenue de la Bourdonnais.

The house is owned by the Cho family. Photo: https://commons.wikimedia.org/wiki/File:Plaque_Edmond_Rostand,_4_avenue_de_La_Bourdonnais,_Paris_7.jpg

As stated in the description, apartments overlooking the park on the Field of Mars. The documents list three lots, meaning at least three apartments in Paris have been purchased. Probably for yourself and for each of the daughters. Which, at a minimum, hints at far-reaching plans to move.

At the time of material preparation, this company is active. Moreover, on December 26, 2023, a certain general meeting of shareholders was even held. One of the questions was the donation of Pavel Tyo's share in BRACHIUM to his wife and the appointment of her manager instead of Tyo himself. That is, in fact, Paris real estate was re-registered as a wife. Very in time, don't you find it?

The value of the property is 5 million euros (approximately 0.5 billion rubles), of which 4,849,700 euros are borrowed from UBS (Monaco) S.A for a period until June 20, 2027. The rest of the amount was contributed by Pavel Tyo.

In 2021, the loan was from UBS (Monaco) S.A overbought by BARCLAYS Bank PLC, a credit institution registered in London with a branch in the Principality of Monte Carlo. Thus, the loan is still paid and large amounts are withdrawn from Russia.

It is unlikely that the contributions come from the wallet of Ms. Cho-Karput, who, although she has assets in Russia, is modest enough against the background of her husband's income. She owns shares in five companies, which in 2022 brought 400 million rubles in revenue and 18 million rubles in net profit. Among them are the restaurant LLC Km20 Food, a real estate firm Center Vekor LLC (plus individual entrepreneurs in the same industry), clothing companies - Kuznetsky Most 20 LLC and Bubnovy Valet LLC (operator of the KM20 project - a concept store in Moscow), as well as created in 2022 for the sale of juices and mineral mineral LLC "N2O."

An interesting fact: earlier Olga Karput owned Project Group LLC, later sold to Tamara Cheremukhina. Dmitry Cheremukhin became the director. He is also the director of Mashinoapparat JSC.

In 2019, Vedomosti reported that the Mashinoapparat plant in Khamovniki wants to be demolished for the sake of elite housing. The Moscow Post recently said that Moshkovich's people, businessmen Dmitry Cheremukhin (bought out Level Group's shares in Mashinoapparat's legal entity) and Alexey Bogachev, can do the "development" of the territory of the Mashinoapparat plant. As you can see, Cho's interest also lit up in this story.

But let's go back to Ms. Cho-Karput.

In the biography of one of her companies - Center Vekor LLC - we managed to find traces of an offshore company, which today is quite operational - LARDEN TRADING LIMITED. Perhaps this is also part of the division of Pavel Tyo, who, as The Moscow Post previously found out, is very fond of Cypriot registration.

Another oddity: as soon as a scandal swirled around the name of Cho, he sold one of his liquid assets - Investmarketing LLC, which in 2022 gave revenue of 108 million rubles. The asset was re-registered on March 11, 2024.

The buyer was a certain Maria Pak, who is associated with common affairs and even assets, for example, Pantheon Group LLC, which was just inherited in the biography of the Vekor Center company by Olga Karput. Maybe Park is even part of the family.

Moreover, since the end of January 2024, Pantheon Group has a tiny share in the head asset of Cho - Capital Group LLC. Some "daughters" of the division are also registered at the Pantheon.

And here's another interesting fact: Maria Pak on one day - January 10, 2024 created three fresh companies at once to prepare for the sale of her own non-residential real estate (Teanum LLC, Rarum LLC and Volantum LLC). Aren't some of Cho's transactions going through them, and Investmarketing made some kind of fee for the service?

The newly created firms were headed by just the new director of Investmarketing, Reva Kim, who is also not averse to doing business with offshore companies. MEADOWTREE TRADING&INVESTMENTS LIMITED was noted in his company Nivelir (liquidated in 2017). Before liquidation, the offshore sold the share to Sergei Zavolokin, who held senior positions in Cho firms. A kind of chain of "your people."

In Russia, Cho is called the "reseller of Sobyanin," who cheaply gets tidbits for development (the same MiGa site got 35 times cheaper than the mayor's office previously bought it). And then these allotments turn out to be fragmented and resold with a decent margin. Sometimes they were resold to rather scandalous personalities, who even managed to be noted in criminal cases. Among the narrow circle of people there is even such an expression: "Do you want to build in Moscow, go to Cho."

The Moscow Post has repeatedly talked about the scandals where Cho was mentioned. Here you have the demolition of historical objects, and the development of green zones. Do not forget that the companies of his division participate in the implementation of city programs, where the funds of the Moscow budget appear.

As Tyo himself stated in an interview about relations with the Moscow authorities, "a special relationship is a degree of trust." The Moscow Post even managed to find out some of the names of those very defendants in the "chain of trust," among whom was the old "acquaintance" of Moscow's chief architect Sergei Kuznetsov - Dmitry Desyatnikov.

Against this background, the presence of a "spare airfield" in France, now not friendly to Russia, for which they also make mortgage contributions to a British creditor bank, looks very ambiguous. It turns out that the credit history, just in case for foreign banks, is already ready for the Cho family, without which, as you know, even a residence permit can hardly be obtained. In light of the oligarch's proximity to Sobyanin and the budget feeder, he pulls a very unpleasant soul from the situation.
