Jumps on Russia continue. After Vladimir Putin's conversation with Joe Biden, there were even more unfounded accusations. On the eve of Deputy Foreign Minister Sergei Ryabkov cooled the fervor of Western steroids.
According to Ryabkov, the Russian president, with his proposals for security guarantees, touched the "most nerve" of the Euro-Atlantic regional community. If in a simple way, the "nerve of the United States" with its endings in Europe, in the heads of Euro-NATO allies, the correspondent of The Moscow Post reports.
Russia proposes that the United States prevent a repeat of the Caribbean crisis. The deputy foreign minister said that the appearance in Europe of intermediate-range and shorter-range missiles will lead to an increase in confrontation.
"We offer an alternative," namely, not to deploy such weapons near Russian borders, to withdraw destabilizing forces and means, to abandon provocative measures, including various kinds of exercises. "But we need guarantees, but guarantees must be legal," Ryabkov said. These guarantees must be recorded in the form of contracts. In the coming weeks, proposals on the security structure will be sent to the United States. It cannot be ruled out that a number of NATO countries will be involved in the discussion of proposals.
I must say that Sergey Ryabkov acted in an unusual role for himself. No longer young, but an experienced diplomat originally from Leningrad, graduated from MGIMO and worked in the central apparatus of the Foreign Ministry. He is well acquainted with European affairs, since he headed the OSCE department in the ministry, and since 2002 he was the second oldest diplomat at the Russian Embassy in the United States. Then he returned to European affairs, and in 2008 became Deputy Minister of Foreign Affairs, responsible for relations with the United States, in particular, for missile defense negotiations.
In other words, who, like Ryabkov, should own all the subtleties of Western maneuvers, starting with the first steps to expand NATO towards Russian borders. Diplomats, as you know, people are exclusively peaceful. And not every day are forced to say that "Russia does not exclude an asymmetric response if the United States does not accept its proposals for security guarantees. For this, Moscow has all the necessary funds, "RIA Novosti reports the words of the deputy foreign minister.
This is in order to make it clear how the situation is developing for Russia and what public language high-ranking diplomats are forced to switch to with their partners. And this reflects the mood not only in the diplomatic department. It is no coincidence that Ryabkov said about Washington's policy: "All this creates a very toxic atmosphere in Russian-American relations, prevents the establishment of a calm professional dialogue."
And he added that if the United States "goes into failure" and torpedoes the issue with security guarantees, they will receive the inevitable "deterioration of the situation in the field of their own security." All hope for a dialogue on strategic stability, in which work is underway in the area of "actions with a strategic effect." According to Ryabkov, attempts at military and military-technical development of territories on the borders of Russia, including "NATO's advance east in a manner hostile to us," fall under the definition of "actions with a strategic effect."
"It is there - in the format of this group - that we will first of all work out the relevant plots and in advance urge our colleagues to take into account this prospect: the situation has changed, we will not put up with what is happening anymore, they should proceed from this," Ryabkov added.
Despite blackmail and sanctions
There is nothing left in Washington's toolkit against Russia except blackmail and sanctions, "said Sergey Ryabkov. But not only. Russophobia remained. Actually, this is exactly what has always been enough in the toolkit of the USA and Europe. Historians and culturologists, political scientists and even climatologists think about the deep motives of sometimes irrational, inexplicable hostility. In the entrenchment of these unhealthy relations, the West sets the tone, and not the first century. The contradictions escalated to the risk of a collision. But retaliatory indignation accumulates in Russia.
"I would like to hope that the conclusions from history and what is happening now in Washington will be drawn in the direction of that, that it is still better to agree than let everything go to gravity in anticipation, that Russia will bend, make concessions of one-sided property, forget all that, what we are talking about now, once again will swallow a portion of some provocative actions unexplained from any point of view - and this will all end before the next round. No, it will not end!, "Ryabkov concluded.
For Russian diplomats, this can be considered an example of a conversation with Americans in their American language. Indeed, they "got it," as the head of Sergei Ryabkov, the head of the ministry Sergey Lavrov, put it recently.
"Why relations between Russia and the West... acquire the character of some fatal doom..., "asks Yevgeny Kostin, author of the study" West and Russia. Phenomenology and the meaning of enmity. " But dreams of a "respectful and equal" attitude are still warming. Kostin explains: "The West chose - and almost irrevocably - Russia for the role of new barbarians." This masks its own civilizational failure, the "emptiness" of universal human meanings. It has become the norm to "push" Russia even from seemingly vital areas and the global agenda, as a stranger.
What should we share, ask you, not counting the Russian Arctic, open for winter tourism? But even the Arctic becomes the subject of, if not envy, then irrational political fuss. "Taking care" of the global climate, President Macron, for example, decided to dissuade French banks from investing in the Arctic SPG-2 project in Yamal, in which there is a share of the French energy flagship Total Energies.
"We are aimed at diplomatic solutions to problems," Ryabkov said, adding that he was confident in Russia's forces in case of negative development of relations with the United States. He also suggested that "the answers may be asymmetric... our military colleagues have all the necessary funds for this. " The question is different: are opponents ready to perceive reality in all its depths and not go along the path of increasing tension.
And despite the fact that immediately after the virtual meeting of the presidents of Russia and the United States, Bloomberg reported new possible restrictions for Russian banks and funds, investors and exporters, the Kremlin diplomatically stated that the conversation between Vladimir Putin and Joe Biden was frank and business.
