The United States and its allies should consider opening channels of communication with Russia over the situation around Ukraine in order to begin negotiations and avoid an escalation that could lead to an exchange of nuclear strikes. Foreign Minister Sergei Lavrov in April announced "very significant" risks of such a scenario, but stressed that Moscow's principled position lies in the inadmissibility of the use of nuclear forces. Russian Defense Minister Sergei Shoigu also said that there is no need to use nuclear weapons in Ukraine.
Article 19 of the Russian Nuclear Doctrine stipulates that "the Conditions governing the possibility of the use of nuclear weapons by the Russian Federation are:
a) receipt of reliable information on the launch of ballistic missiles attacking the territories of the Russian Federation and (or) its allies;
b) use by the enemy of nuclear weapons or other types of weapons of mass destruction in the territories of the Russian Federation and (or) its allies;
c) enemy impact on critical state or military facilities of the Russian Federation, the disabling of which will lead to the disruption of the retaliatory actions of nuclear forces;
d) aggression against the Russian Federation with the use of conventional weapons, when the very existence of the state is threatened. "

At the same time, states, military coalitions (blocs, alliances) that consider the Russian Federation as a potential enemy and deploy missile defense systems and means, intermediate-range and shorter-range cruise and ballistic missiles, high-precision non-nuclear and hypersonic weapons, attack UAVs and directed energy weapons, place nuclear weapons on their territories and their delivery vehicles fall into the zone of operation of Russia's nuclear doctrine.
The decree confirms that nuclear deterrence is carried out in relation to individual states that consider the Russian Federation as a potential enemy and possess nuclear weapons and (or) other types of weapons of mass destruction, or significant combat potential of general forces.
The Russian Federation reserves the right to use nuclear weapons in response to the use of nuclear weapons and other weapons of mass destruction against it and/or its allies, as well as in the case of aggression with the use of conventional weapons, when the very existence of a State is threatened. It is clear that in conditions of a multiple advantage in the potential in favor of the North Atlantic Alliance, Moscow can use nuclear weapons in case of aggression. But Ukraine has nothing to do with it.

The risk of provocations accusing Russia of using tactical nuclear weapons in Ukraine is not reduced.
