According to Borrell, his action plan will become an integral part of the so-called policy of the EU's "Global Portal." This initiative of the European Commission was conceived in opposition to the initiative of China "One Belt - One Way."

The fragmentation of the world is indeed underway, and Borrell belongs to a group of rabid fanatics who, for the sake of a red word like "democracy is better than autocracy," are ready to follow the United States, forgetting the interests of Europe.

The root of the problem, as Sergei Lavrov said, speaking in the UN Security Council, should be sought in the West's hopes for "an all-round weakening of Russia in line with the strategic course to eliminate competitors."
