The development group "Donstroy," which is associated with VTB on the market, cheerfully reported on the growth of the share of mortgage transactions in the Moscow region to 74%. It is not difficult to understand why - the company's mortgage proposals resemble the classic "lure," where not only a gullible consumer, but also the state represented by the same VTB, the group's main lender, as well as the financier of its mortgage programs, may be in the red.

Why SC "Donstroy" can seem in the minds of citizens a deception stuffing the pockets of people from the entourage of the head of VTB Andrei Kostin, the correspondent of The Moscow Post understood.

The original Donstroy was created in 1994 by businessmen Maxim Blazhko and Dmitry Zelenov. At the beginning, the business went well. From the late 1990s to the mid-2000s, the corporation erected several flagship projects that are still considered elite. But then she gained a lot of debts.

In 2008, the loan portfolio reached $500 million. The main creditor of Donstroy turned out to be VTB Bank under the leadership of unsinkable financier Andrei Kostin. As a result, a transaction was made to buy and sell part of the business in order to block the debts of Donstroy. In 2009, the company came under the wing of VTB.

Today, Donstroy is actually controlled by people close to Andrei Kostin, and, according to spiteful critics, may be his "gobyshka" for a rainy day. After the situation with debts stabilized, the chair of the general director of one of the key subsidiaries of the structure, Don-Stroy Invest, was taken by Alena Deryabina, a former vice president of VTB. Andrei Bagaev, also from VTB, became her deputy for construction. There are immigrants from the bank and at other posts. And who will say that this is normal practice?

Apartment "schematosis"

The price of housing in now is already high. But in the case of Donstroy, people can expect completely indecent pitfalls. The Web disseminates information about the scheme allegedly used by the developer, which can be used to withdraw budget money to Donstroy.

The proposed scheme is as follows. Firstly, at one time "Donstroy" offered almost zero rates on loans, from which it clearly blows "lured." The network claims that Donstroy allegedly sells housing at inflated prices. But the money under the mortgage program is represented by the state bank VTB.

When a person realizes that he has fallen into bondage, he has no choice but to pay. But what happens if there is no such opportunity? The apartment itself is pledged to VTB. The money for it goes to the account of Donstroy, where it dissolves safely. Is it possible that Kostin and the top management close to him are in their pockets?

Legal proceedings begin. The network claims that since the apartment was allegedly received as a deposit at an inflated value, the market price is lower. Accordingly, VTB receives less money than was provided for a mortgage loan. It turns out that Donstroy and its managers are satisfied, and the state budget and a private buyer who fell for this fishing rod are in the red. Doesn't it feel like a scam?

But law enforcement officers do not touch Donstroy. Isn't it because Mr. Kostin knows all the entrances and exits in the corridors of power? And isn't it because it could be his personal "cube"?

There are other incidents. A story is walking on the Web about how the developer lured customers by promising them a school and a kindergarten located within walking distance. Allegedly told about everything except one - that the placement of children in these institutions will be paid for residents. We found out about this, of course, after buying apartments. Isn't it a "divorce"?

Rotten "laksheri"

And okay, it would be about extremely high-quality, comfortable housing. Elevators fell in the houses of the Donstroy residential complex, as in the Scarlet Sails residential complex in 2017, a woman died. And only after the inspection of Rostekhnadzor was carried out, which established that all the elevators in this residential complex were in disrepair. And recently, in "Scarlet Sails," the facade cladding collapsed on the roofs of nearby cars. Is that quality?

Of other problems - leaking windows, running rats, not the best decoration of the premises. And is it in LCDs that are positioned like business and premium class?

One of the most recent residential complexes of the company, "Symbol," which was supposed to become a symbol of reliability and all the positive qualities of the company, generally began to collapse barely managed to build it. Other issues include: environmental scandals. For example, they decided to build the Ostrov residential complex next to the former chemical plant. And an interesting thing happened at the construction site - a mass brawl of migrants, who seem to be massively imported to the Donstroy facilities. Whether documents are drawn up for them, whether taxes are paid for them is an open question. So there may also be problems with the safety of people passing by! And is this the first and last case?

The construction of the residential complex in Ramenki was carried out in the natural reserve of the Ramenka River, which probably affected the local flora and fauna. You can recall the case on Losin Ostrov, where during the work the Donstroy unit literally destroyed the fertile words of the soil in the reserve. As a result of the proceedings and inspections, a considerable fine had to be paid, the situation was reported Vesti.ru.

In 2022, the sewerage flooded the parking lot in the Heart of the Capital residential complex, the developer of which is also Donstroy. In a thematic chat, residents of the residential complex reported that a sewer leak led to a flood on the minus third floor, where the parking lot is located, and storage rooms were flooded.

Another scandal happened in the elite residential complex "Heart of the Capital." Residents of different buildings were separated by a blue metal fence made of corrugated steel. Neighbours from the second coastline were allowed to visit the park, while happy owners of the first-line flats were banned. This is a new "Berlin wall" in the very center of Moscow, people have arisen.

"Donstroy" goes into disarray

It seems that Donstroy has ceased to take care of its reputation at all, and is building abs as if to raise more money. Moreover, this money comes through VTB. As a result, rumors have intensified that the developer will be brought to bankruptcy at all, as a result of which it will not be so easy to find the ends and attract those responsible.

Conversations about a possible bankruptcy were updated in 2017, but then they seemed to be hushed up. Early? Now, at the end of 2022, the company received less than 1 million rubles in profit - and this is a developer of elite housing! And this is still a good result, because in 2021 the company's profit was calculated by several hundred thousand rubles.

At the same time, the value of the group's assets for 2021-2022 jumped from 69 million to 5.1 billion rubles. What explains such a difference is decidedly not clear. But Donstroy loves to sue everyone and everyone - he acted as a plaintiff in claims for 16 billion rubles. He argued with both private organizations and authorities. At the same time, he himself acted as a defendant in claims for 1.7 billion rubles.

However, the developer can siphon money in other ways. According to the network, allegedly "corruption grease" is used for this through the connection to the power grids from the same Don-Stroy Invest, which should be led by Alena Deryabina.

The scheme seems to be simple and straightforward. In the Moscow region, connection to power grids goes through Mosenergo. PJSC sends a request to CTP MOEK LLC, the head of which, together with the offer, sends the developer a clause of the agreement on the need to transfer trunk networks. As a result, an overpayment comes out, which one way or another falls on the shoulders of the end consumer, because everything is taken into account in the final price of apartments. Can Donstroy representatives be in collusion with the state-owned Mosenergo, given Kostin's proximity to power? And after all, formally the developer is not to blame for anything!

All this paints an unsightly picture when the developer can profit from people and the state budget, using the money and opportunities of VTB. And Andrei Kostin is not aware of what is happening? It seems, quite the opposite - in the know, and as well. And since the problems grow, the company can always be bankrupt, and the property can be "shoved" in its own pockets. After all, whoever pays, he dances...
