For a number of reasons, we cannot disclose his last name yet, we just note that this subscriber is a very informed person who knows the situation from the inside. He reported some rather interesting facts. In particular, he expressed his point of view on the situation, explaining why the regional authorities could not change the course of the case and stop the harmful practice of withdrawing funds from the budget to date, as well as whose names could be mentioned casually in a publication on the topic so that the ice could really break. The situation was investigated by The Moscow Post's correspondent in the Krasnoyarsk Territory.

According to the insider, in addition to the chain of fuel resales (diesel, fuel oil, oil) to themselves within the group of companies, Vanavaraenergokom LLC also leases equipment from Sirius LLC (TIN 2466284513), which is also founded by Cross Arctic Group LLC. All these expenses, of course, are included in the cost of the electricity tariff. Due to the isolation of the territory, a preferential tariff is set for the population, for example, in 2024, the tariff for the population was 2.28 and 2.47 per kWh in the first and second half of the year, respectively. At the same time, the economically reasonable tariffs are 42.13 and 54.31. That is, the population pays 2 rubles per kWh, and the rest is compensated by the regional budget. However, problems regularly arise when calculating the amount of compensation.

Isn't there a lot of "trash" accumulated in the hut?

The Ministry of Tariff Policy of the Krasnoyarsk Territory, according to an insider, systematically underestimates the planned amount of useful vacation for the population when setting the tariff, which leads to the establishment of a higher price per kWh. In simple terms and without formulas, the cost of one kWh is inversely proportional to the amount of useful vacation, the more vacation the cheaper the kWh and vice versa. At the same time, every year the actual electricity supply significantly exceeds the planned one, not only in the case of LLC Vanavaraenergok, but also, for example, MP EMR Ilympic Electric Networks. Due to the excess of the actual vacation over the planned one, the energy supply company is demanding compensation in court for the loss of income at an unreasonably high tariff, which was approved by the Ministry of Tariff Policy of the region.

It should be noted that the actual amounts of fuel spent on electricity generation are lower than planned and included in the tariff from year to year. That is, the LLC consumes less fuel each year than planned and generates more electricity at the same time. The Ministry of Tariff Policy of the Krasnoyarsk Territory has never taken this difference into account when setting the tariff for the next year. As a result, hundreds of millions of rubles are being drained from the budget. The defendant in the court for compensation of expenses due to economically unjustified tariffs is the Ministry of Industry and Trade of the Krasnoyarsk Territory, which has no way to influence the amount of this compensation. Attempts by the Ministry of Industry to resolve this issue are being thwarted by the active opposition of Alexander Ananyev, Minister of Tariff Policy of the Krasnoyarsk Territory. If two ministries do not sue each other in an arbitration court, it will cause a scandal and, for sure, Mikhail Kotyukov, the current governor of the Krasnoyarsk Territory, will not like it. It is difficult to say whether Ananyev himself has any personal interest in this story, but a change in current practice is likely to reveal his long-term inaction and actual assistance in damaging the budget. Therefore, he will most likely try not to take the trash out of the hut until the last moment.

To Evenkia with your oil

The appeal to the Federal Antimonopoly Service for the Krasnoyarsk Territory did not help either, the source claims. The appeal was forwarded to the parent organization, the Federal Antimonopoly Service of Russia. The Muscovites, not having complete information, sent a request to the administration of the Evenki district demanding to indicate their position on the application of economically unjustified tariffs established by the Ministry. Meanwhile, according to the information available to us, it was the head of the Evenki district, Andrei Cherkasov, who not only did not interfere, but also, apparently, provided protection to Oksana Ryzhikova within the framework of certain schemes. The circle closed: the head of the district reported on the legality and validity of the tariffs and the matter subsided...

It seems that the administration of the Evenki district uses similar schemes not only with the Cross-Arctic Group company. Recently, the Arbitration Court of the Krasnoyarsk Territory began receiving claims from LLC Krylatsky Fuel and Filling Complex (TKK) against the municipal enterprise Ilympian Heating Networks of the Evenki district. TKK demands to recover from Ilympic heating Networks more than 714 million rubles of debt under the contract for the supply of crude oil, as well as a penalty in the amount of over 15.8 million rubles. According to the lawsuit, the municipal enterprise received more than 9.3 thousand tons of crude oil worth over 896.4 million rubles. The plaintiff claims that he fulfilled his obligations under the contract, but the payment was not made in full. Ilympic Heating Networks recognizes the debt, but explains it by adopting an economically unjustified tariff for 2024-2025. The company stated that the debt would be repaid after receiving a subsidy from the regional budget, which resembles a similar situation with Vanvaraenergok. It is noteworthy that the TKK company, associated with the Udmurt oligarch Andrei Oskolkov, is based in Izhevsk. This raises serious questions, given that crude oil supplies are carried out for a power plant located in a region rich in oil fields. Meanwhile, the Prosecutor's Office conducted an audit of the activities of the Ilympic Electric Grids municipal enterprise, which is responsible for energy supply to remote areas of Evenkia. Special attention is paid to the validity of the tariff policy in remote areas, as well as to participants in northern supplies. The Prosecutor's Office, together with the Federal Antimonopoly Service of the Region, is investigating the legality of the company's purchases of diesel fuel from LLC TK Krylatskoye, including the procurement procedure itself and the validity of the prices set.

The Untouchables…

However, despite the checks that have begun, the scheme continues to work. The Ministry of Tariff Policy of the Krasnoyarsk Territory continues to set underestimated planned amounts of useful vacation, which leads to inflated tariffs and the need to compensate enterprises for the costs incurred from the regional budget. Vanavaraenergocom and Ilympic Electric Networks continue to challenge tariffs in court, demanding compensation. The Ministry of Industry and Trade, acting as a defendant, is forced to pay hundreds of millions of rubles.

In this regard, the question arises about the role of the regional government of the Krasnoyarsk Territory. Why is Governor Mikhail Kotyukov not trying to influence the situation and stop the leakage of budget funds? Can't or won't? Or is he unaware of all the details, and his entourage does not specifically report the scale of the problem to the head of the region? It is known that Andrei Cherkasov is a creature of the "gray cardinal" of the region – the first deputy governor of the Krasnoyarsk Territory, Sergei Ponomarenko, who considers his countrymen to be "wild Ukrainians" but, at the same time, has "outlived" three heads of the region, and has placed "his" people everywhere. The whole story resembles a complex tangle of corruption schemes involving officials, energy companies, and fuel suppliers. And it will be very difficult to break this tangle. A systematic approach and political will are required in order to restore order in tariff policy and stop the squandering of budget funds. Mentioning the names of First Deputy Governor Sergei Ponomarenko, Minister of Tariff Policy Alexander Ananyev and head of the Evenki district Andrei Cherkasov in the public field could possibly have moved the matter off the ground. However, so far they seem to remain untouchable – so far the investigation sees violations only on the part of the ultimate beneficiaries – Oksana Ryzhikova, director of Vanavaraenergokom, and the founders of Cross-Arctic Group, and her "accomplices" - the founders of the company, Nikolai Pavlov and Andrei Korostelev. At the same time, the regional prosecutor's office has so far, at least, "not noticed" the officials who helped them build dubious schemes. In any case, it will be extremely difficult to change the situation without the intervention of the head of the region. And the scandal that will break out if abuses are discovered can seriously damage the reputation of the regional government.
