Last time, journalists from UtroNEWS talked about the catastrophic health situation in the Pavlovo-Posad city district. The closed hospitals, the lack of specialists and the "fir trees" in the ears of the district leaders Denis Semenov and Roman Tikunov drove the residents to the extreme. Tired of beating down the thresholds of the district administration, they are forced to seek protection from the Prosecutor General's Office and the TFR.
A similar situation has developed in the field of education, only with even more outrageous circumstances. It turns out that even a criminal record does not prevent the occupation of bread posts in educational institutions and election commissions of Pavlovsky Posad and Elektrogorsk, and many of these "appointees" may be people who are not strangers to Semenov and Tikunov.
However, this could still be tolerated if the number of places in schools and kindergartens could meet the needs of residents, and the quality of educational services could withstand criticism. But the situation is exactly the opposite. However, what attitude to education can we expect from the head of the district, Denis Semenov, whose two diplomas of higher education can be a "filmy diploma" at once?

First of all, let's note a positive point: in recent years, several educational institutions have been overhauled in the district. However, it is impossible to write this down as an asset to Mr. Semenov, who personally promotes himself on this topic by walking around construction sites: after all, for the most part this happens within the framework of regional programs and the national project "Education". But there are no new educational institutions, including preschool ones, in the district. At the same time, according to the industry resource "Gorod.works.ru" the median salary of teachers in the district as of September 2025 was 47.3 thousand rubles (almost the same as the median of 47 thousand). It's sparse. And something tells me that young professionals get even less. And in order to achieve higher performance, people take on an additional workload, literally "sewing up" at work.
How does this contrast with the salaries of the staff of the Pavlovo-Posadsky city administration, which we wrote about earlier! Some "particularly close" people like Ramil Abdulvaliev, deputy director of MBU "Landscaping", who is associated with Denis Semenov and Roman Tikunov's former business, allegedly receive over 450 thousand rubles. They should not be taught to children...
And if the quality of educational services were at a high level. But there are serious problems here. According to Vkontakte in the urban communities of Pavlovsky Posad, an extremely alarming situation allegedly developed around school No. 11 in Pavlovsky Posad last summer. There (probably with a slight wave of the hand of the heads of the Department of Education of the city administration), the long-time director Elena Pronina was removed from office, a man who had done a lot for this school, including the education of cadet classes that were so necessary in the current situation.
People were worried about the decline in the quality of education at the institution, where Elena Koryagina, a loyal district administrator, is now acting as director. And they demanded to return the former head. Apparently, in vain. But earlier, even before Pronina, there were serious questions about the quality of education at this school. So much so that it required the intervention of the prosecutor's office.
Corruption "octopus" in the district education
But all these are "little things" against the background of other circumstances related to criminal cases, in which the names of officials from Elektrogorsk and Pavlovsky Posad from education may appear. We found an interesting verdict from the Pavlovo-Posad court, which shows that in the spring of 2025, Olga Yurievna Andreeva, the head of the preschool department of the MOE Secondary School No. 14 in the city of Elektrogorsk, was convicted of fraud. The latter has created a whole system of embezzlement of budget funds from the salaries of employees of institutions.
One of the witnesses in the case testified that when trying to get a job at this institution, Andreeva explained that a third of the accrued bonuses should be given to her personally, as other employees allegedly do. And the funds raised allegedly go to the needs of the preschool department. Subsequently, while working at the institution, Andreeva explained that it was necessary to collect salary receipts not from the accounting department, but from her personally. In addition, when applying for a job, new employees were told that a third of the accrued bonus would need to be allocated to fitness classes, which were not conducted in the end. This decision contains other indications of similar actions. That is, there is a whole system of extortion from employees.
As a result, our most humane court in the world sentenced Andreeva to six years of probation for large-scale fraud (Part 3 of Article 159 of the Criminal Code of the Russian Federation). Something else is surprising: who would believe that all this could happen without the knowledge of Olga Katkova, director of the MOE Secondary School No. 14 in Elektrogorsk? Apparently, as a reward for her faithful service, she was subsequently appointed a member of the precinct election commission No. 3505 in Elektrogorsk instead of being dismissed. And you also ask who and how votes for people like Roman Tikunov, the head of the Council of Deputies of the district, and his associates?

Another high-profile case does not go through any gates at all. Earlier, Elena Mikhailovna Korneva, the full namesake of one of the employees of the Elektrogorsk Department of Education, was convicted of fraud committed by a group of people by prior agreement using her official position. The verdict revealed a multi-year scheme in which budget money intended for building maintenance and laundry at the Gnezdyshko kindergarten was systematically directed "to the left." Allegedly, through fictitious contracts, imaginary service providers and forged documents, funds were withdrawn into private hands.
According to the Network, another part of the scheme allegedly consisted in fictitiously registering employees in educational institutions - the very notorious "dead souls" for which salaries and bonuses can be received. As a result, Korneva got off with a fine and 2 years of probation. But today Elena Mikhailovna Korneva still holds the position of deputy director of the Lyceum of the Pavlovo-Posad city district.
The same court document states that there was another person involved in the case, the case against whom was separated into a separate proceeding (without specifying his last name), namely, the deputy head of the administration of the Elektrogorsk city district appointed in 2017. Perhaps this refers to Lyudmila Viktorovna Shapar, who became first deputy, then first deputy, and then acting head of the city of Elektrogorsk after Denis Semenov left for Pavlovsky Posad. Subsequently, she was appointed head of the Department for the Development of the Social Sphere of Pavlovsky Posad, which includes supervision of education issues.
But today, Ms. Shapar's full namesake is being tried in a criminal case of fraud and bribery. The verdict against her has not yet been pronounced. The most "funny thing" is that the full namesake of her predecessor at the post of the Department of Social Development of the Pavlovo-Posad district, Tatyana Viktorovna Pankova, was also under investigation for bribes and was sentenced to three years in prison in a correctional colony of the general regime. Did Denis Semenov assemble a good team for himself?
A few more words about Elena Korneva. Interestingly, her full namesake is still listed as an employee of the MOU Lyceum of the Pavlovo-Posad city district. It turns out that the administration of the territory, and indeed the entire Ministry of Education of the Moscow region, do not see any problem in the fact that the convicted person continues to work in the education system and receives funds from the budget.

By the way, the head of the preschool institution of this very MOU "Lyceum" was another remarkable figure – Olga Viktorovna Korobka. As you may have guessed, her full namesake was also under investigation for fraud and bribery. And along with her, her two alleged daughters, Ksenia Olegovna Livshits and Arina Olegovna Loshinina, were also under investigation. The essence of the case was not disclosed, however, according to sources, allegedly it could be all about the same fictitious employment in a preschool institution. Has she really "warmed" her daughters under her wing? You don't have to work, but your salary is dripping? Such is the "family business", a classic of the genre.
There may be many more such "incidents". For example, Svetlana Petrovna Trokhina, the former head of the Department for the Development of Social Sectors of the Administration of the city of Elektrogorsk, was on trial for accepting bribes. She was charged with accepting a bribe and convicted, which was then challenged on appeal.
According to the Network, Tatyana Viktorovna, the former head of the Department for the Development of Social Sectors in Elektrogorsk, was allegedly placed under house arrest. Perhaps, in the latter case, we are talking about Panferova Tatiana Viktorovna, we have not been able to find other people with the same name and patronymic associated with Management. Today, a woman with exactly the same full name is listed as an employee of the MOU Lyceum in the city of Elektrogorsk, responsible for processing personal data.
All this looks like a kind of "corrupt octopus", a whole system of "feeding" in educational institutions of Elektrostal and Pavlovsky Posad. Moreover, one where some people who might have come to the attention of the security forces can safely continue to work in educational institutions of the Pavlovo-Posad district. Is this possible without the approval of the higher authorities in the person of Denis Semenov and the heads of the educational sphere of the district appointed by him? And what kind of quality of education and upbringing in such institutions can we talk about?
