The Dead Souls Affair

Vladimir Mau is involved in the case of ex-Deputy Minister of Education Marina Rakova and Rector Shaninka Sergei Zuev. They are accused of two episodes of fraud with damage of 21 million rubles and fictitious employment of 12 people. According to the Lenta.ru investigation, Mau may also be charged with embezzlement of 20 million rubles from the budget under the Education project.

The head of the research laboratory of the RANEPA Natalya Kornienko is accused of the same case, but she managed to hide and is now on the federal wanted list. But Rakova and Zuev were arrested last fall: since that time they have said that Mau can share the fate of his colleagues.

The rector was detained on June 30. On the same day, the court sent him under house arrest, since, according to the investigation, he could escape from justice. It was reported that Mau took two tickets to Turkey and was going to fly on July 2. After the measure of restraint was changed to a recognizance not to leave, and already on August 10 it became known that Vladimir Alexandrovich returned to work at the university in his previous status.

It is known that in the 90s Vladimir Mau was an adviser to the late Deputy Prime Minister Yegor Gaidar, who, as you know, left not the kindest memory of himself, is considered his direct ideological heir and an important figure in the camp of "systemic liberals".

And since 2002, he has been the rector of the RANEPA, which is considered the main intellectual center of the government: it is this institution that prepares senior management personnel for the state.

Interestingly, Vladimir Mau is a member of the Nabiullin- ​Kuzminova-Kudrina-Chubais team. In this regard, guesses began to appear that after the accelerated departure of Anatoly Chubais, clouds noticeably thickened over pro-Western liberals.

Mau has many patrons in the economic block of the government and state corporations. What can we talk about if on the day of his arrest he was reassigned to the board of directors of Gazprom for the 11th time.

Political scientists believe that it is difficult, but necessary, to move such a significant figure as Mau. In their opinion, the state intends to conduct an audit of the educational complex, the redrawing of which has been carried out by both the HSE and RANEPA for many years.

Nature abhors a vacuum

The liberal economist from the "Yeltsin" times is predicted to be replaced by a "strong business executive," and the scandalous governor of the Khanty-Mansi Autonomous Okrug Komarova may become such a figure.

This version has gathered a lot of opinions around it. Thus, political strategist Marat Bashirov believes that Komarov will probably cope with the rector's work.

"The RANEPA is preparing personnel for the entire state administration, and this is a huge institute with branches in the regions, which operates throughout the Russian Federation. Ms. Komarova has vast managerial experience, she has been working as a governor for 12 years. I think that fatigue has already affected in some places. Accordingly, she needs to share this experience - where, how, without heading such an institution?", - Bashirov told Politics Today.

But Pavel Manchenko, candidate of legal sciences, considers the arrival of the governor of the Khanty-Mansi Autonomous Okrug to be the head of the RANEPA. This is due to the fact that Komarova does not have the necessary qualifications:

"For a candidate for the post of rector, the charter of the university and regulatory acts of the Ministry of Education and Science established qualification requirements: this is the presence of a scientific degree and a scientific title, experience of scientific or scientific and pedagogical activity, and others. The current governor of Ugra, unfortunately, does not meet these requirements, "the expert emphasizes.

Manchenko also believes that Komarova's resignation is unlikely, since in the current political situation no one will give the strategic region into new hands.

If we assume that Komarova can really become the rector of a leading university in the country, then for the 66-year-old head of Ugra, such an outcome is a good end to her political career. But is such a candidate for the RANEPA needed?

But Ugra over the 12 years of Komarova's reign has by no means "blossomed": long-term construction of social institutions, corruption, interethnic conflicts. Now, in the Khanty-Mansi Autonomous Okrug, the situation with forest fires has gotten out of control. The authorities cannot cope, the region does not even have a suitable infrastructure.

More recently, information surfaced that Ugra intends to provide budget support to a company that violated the terms of the concession. At the same time, the company raised tariffs for the population, and also significantly reduced its investments in a strategic project for development. It is noteworthy that behind all this is the oligarch Vekselberg, who apparently turned out to be "more relatives" of the inhabitants for Komarova.

You can list all Komarova's failed decisions for a long time. Is there really no figure with a less tarnished reputation for the "forge of personnel of the state"? Natalia Vladimirovna, of course, like Mau, has good connections, but they are hardly so strong as to lobby her for the post of rector.

The question arises - what will happen to the network of universities under the single brand "RANEPA," will a person come there who will completely change the system, or another "fed official" who is greedy for money and power?
