LDPR losing its influence in Tyumen "matryoshka" - LDPR branches in Yugra and Yamal preparing to close?

We have been observing a complete lack of a balanced policy of one of the leading parliamentary parties in the region for more than 10 years. Initially, the idea to lead the region and districts from Tyumen was a failure. The reason was that even if the people who held key Party posts knew about the aspirations of the Tyumen people, they had no idea about how and how the residents of the Khanty-Mansiysk Autonomous District (KhMAD) and Yamal-Nenets Autonomous District (YaNAD) live.

People and Party

If you run through the biographies of the leaders of the LDPR in the Tyumen "matryoshka", then much becomes clear.

Thus, Oleg Chemezov, now Deputy Governor of the Sverdlovsk Region, has not lived in the Khanty-Mansiysk Autonomous District since 2009, and has never lived in the Yamal-Nenets Autonomous District. Gleb Trubin, Chemezov's son-in-law, a resident of Kemerovo, lives in Tyumen. He has never lived in the Khanty-Mansiysk Autonomous District, has never lived in the Yamal-Nenets Autonomous District. Vladimir Sysoev, now Deputy Governor of the Tyumen region, lived on the territory of the Khanty-Mansiysk Autonomous District for five years, from 1999 to 2004. He has never lived in the Yamal-Nenets Autonomous District. Yevgeny Markov, now a member of the State Duma. A native of the village of Abatskoye, near the city of Tyumen, a pupil of Oleg Chemezov and Vladimir Sysoev. He did not work for a long time on the territory of the Khanty-Mansiysk Autonomous District. Artem Zaitsev, Deputy of the Tyumen Regional Duma, acting head of the LDPR branch in the Khanty-Mansiysk Autonomous District was born and lives all his life in Tyumen. He has never lived in the Khanty-Mansiysk Autonomous District, has never lived in the Yamal-Nenets Autonomous District.

That is, the management of the LDPR policy in Yugra and Yamal and the building of a reasonable opposition agenda are controlled by people who have nothing to do with these regions. Moreover, I do not want to touch on the personal ambitions of high-ranking managers, but there is such a well-established phrase – "The boy from the corner". Namely, Yevgeny Markov, a simple village lad, has already brought to bankruptcy the companies of his partners Oleg Chemezov and Vladimir Sysoev for 1.6 billion rubles. The kind of Party management we can witness, is, surely, a complete fiasco. Only business interests and the opportunity to hide behind a mandate to solve their problems.

Personality - as it is

Indeed, Yevgeny Markov may be called a striking exception. It seems that he lived in Yugra and is familiar with the pressing problems of the district. And was related to the executive branch of the KhMAD. However, the tongue refuses to call him an exception. His work, indeed, rested not so much on Party activities, but on business. And, as mentioned, he was not a very good business manager!

Recall that in 2014, the Khanty-Mansiysk Bank – Otkritie Group - had questions about the companies established by him and his partners. As it turned out, in this financial organization, Yevgeny Markov and his partners took a loan for the development of timber industry activities – and did not return it. The debt as of March 2014 amounted to more than 1.6 billion rubles, including penalties. According to the export versions, all the business structures opened by Yevgeny Markov in Yugra belonged to Mr. Chemezov and Sysoev. Markov was no more than a manager. But, apparently, with the right to make decisions. So he made an independent decision.

It is known that he repeatedly put a good face on the matter - he assured through the media that he would do everything possible to repay the debt in the foreseeable future. Alas... in 2016-2018, all the enterprises established in Yugra by Markov, Chemezov and Sysoev were liquidated. And then there was an incredible piece of luck! Vladimir Sysoev left the State Duma and it was necessary to replace him with one of his own. So Yevgeny Markov, taking up the mandate of a Party friend, became a Deputy of the State Duma.

It is noteworthy that no one has forgiven the debt to the partners. On the basis of the decision of the Arbitration Court of the first instance, the partner artel was still subject to recovery for various hundreds of millions sums.

As a result of the ill-considered decisions of the leaders of the LDPR in the Tyumen "matryoshka", the Party lost a serious reserve for the distribution of mandates in both districts - KhMAD and YaNAD. Deputy of the State Duma Yevgeny Markov, being a bankrupt, in fact failed to cope with the task of Party building in Yugra and Party management. And as a result, for the Central Committee of the LDPR in Moscow, it is obvious that in the elections of the Governor of the KhMAD and in the elections to the key municipality of Surgut, the local branch could not put up its worthy representatives.

From business to politics

The logical result was that in the Khanty-Mansiysk Autonomous District, the Party's policy was reduced to the fact that its leaders can offer nothing more than to tear up the ballots when appointing the district governor or the head of the city in a key municipality. Some kind of ballot-eaters. The Party was openly laughed at.

The current leaders of the LDPR in the region are in fact simply sabotaging the political and economic agreements of the heads of the three subjects. In such circumstances, the LDPR Party in the Khanty-Mansiysk Autonomous District has already lost one of the largest territories, the Surgut District, when cutting up electoral districts, closing its cell there. Many leaders of public opinion, who formed the basis of the Party in the region, were left behind.

When studying the Party lists, it is impossible to look without tears, some kind of destitute and ambiguous holders of the LDPR flags. The potential of the Party in Yugra is greatly lost.

What to do?

As a result of ill-conceived and ineffective actions, by March 2021, Yugra has a fragmented and not cohesive opposition agenda. There is no single decision-making centre, there is outright speculation and sabotage of decisions and agreements between the heads of regions. Eating and spoiling ballots when voting on key issues that interest residents of the region further discredit the Party.

Sabotage of the vote for the governor of the KhMAD, resulting in the withdrawal of a key regional Party member from the faction. Another sabotage in the election of the head of the city of Surgut, where the head is entrusted with control over a number of federal projects that are designed to provide a large logistics agglomeration from the city on the way to the Arctic.

How could anyone trust a bankrupt to manage three branches of the LDPR Party at once in the key regions of the country, where all the oil and gas companies of the state are concentrated!

It is understandable, a person who became a Deputy of the State Duma by pure chance, being in the right place at the right time, and replaced the disgraced State Duma Deputy Sysoev, is unlikely to be effective in Party work.

It must be assumed that the activities of the LDPR should have been put on a civilized way long ago. Return to systematic Party building and increase the Party's authority among the population. The current leadership is incapable of this. Both the Yamal-Nenets Autonomous District and the Khanty-Mansiysk Autonomous District have smoothly approached electing their own leaders and representing the parliamentary Party in the regions. They will form a correct and constructive agenda in the spirit of global transformations, supporting the authority of the LDPR, both in the region and in Russia.
