As Secretary of State Anthony Blinken said in Geneva, the United States is interested in resolving any misunderstanding with the Russian Federation through dialogue.

It is right when interested participants are ready to "resolve misunderstandings" through dialogue. But they must first be sure that they have agreed on the subject of negotiations. If the topic of the dialogue, its subject matter are not agreed, the dialogue may not produce the expected results, the misunderstanding will remain. On the threshold of "our house"

This is exactly the scenario that unfolds before our eyes. Russian Foreign Minister Sergei Lavrov and US Secretary of State Anthony Blinken met in Geneva on January 21 to discuss how to continue the earlier dialogue. According to the Russian side, voiced by the Russian Foreign Ministry, the parties should discuss "further steps on security guarantees," which Russia demanded.

The Kremlin said that the United States and NATO were literally on the "threshold of our home," opening the doors of the alliance to new members. Under the control of the Pentagon were vast territories on the borders of Russia. At the disposal of the United States and the alliance were the former Soviet military bases and warehouses, airfields and ports, training grounds and other infrastructure. There was a danger of the appearance of forward-based forces, strike weapons systems in these territories. Russia demanded that the United States and NATO return to the 1997 position, respect the agreements reached then.

Sergey Lavrov went to Geneva at the suggestion of Blinken to discuss how and when the United States and NATO will formalize a refusal to further expand east. Moscow expects a reaction to its demand not to deploy NATO strike weapons in Europe. He is awaiting a response to the demand to withdraw the forces of NATO countries from the borders of Russia. Warns that he opposes such bilateral agreements. Moreover, she demanded a guaranteed and legally formalized solution to these issues.

As noted in the official message of the Russian Foreign Ministry to the media, "an exchange of views on the provision of legal guarantees to ensure the security of Russia" took place in Geneva. It was also reported that "Special attention was paid to the intra-Ukrainian conflict."

Secretary of State Blinken said on January 21 that he had arrived in Geneva after the first meeting "as part of the Dialogue on Strategic Stability between the United States and Russia, the NATO-Russia Council and the OSCE on the crisis in Ukraine and wider European security issues." He did not say a word about security guarantees demanded by Russia.

It is clear that all the leading media supported this version of the content of the meeting. REUTERS, for example, reported: "The United States and Russia agreed to continue negotiations after the meeting on Ukraine.

Differences in the definition of the subject of the dialogue are obvious. On the Russian side, this is the "security of Russia," taking into account the "intra-Ukrainian conflict." With the American - this is the "crisis in Ukraine" taking into account the "European security."

Russophobic propaganda was not without it. From Blinken's comment, it followed that the meeting was convened "in line with ongoing efforts to de-escalate tension due to Russian aggression against Ukraine."

Sergey Lavrov did not argue with this, but recalled that he expects "concrete answers in line with and in full compliance with the commitments made at the highest level in the OSCE on the problems of indivisibility of security, so that no country will strengthen its security at the expense of the security of any other country."

When the partner in "delusioned"

Disagreements appear more and more. On a formulation of Moscow about "the intra-Ukrainian conflict", the U.S. Secretary of State, acting in Berlin on the eve of negotiations in Geneva made the statement about whom takes confusion.

Russia doesn't allow Ukrainians to cross the line of contact, having cut off them from other country. Moscow and its proteges hold behind bars hundreds of Ukrainian political prisoners".

For this reason Lavrov, tactfully told that in Geneva the Americans tried to change discussion of offers on security guarantees for problems on border of Russia and Ukraine and "tension de-escalation". We consider that the Ukrainian question requires close attention, but you shouldn't reduce all problem of the European architecture of safety to this question", - he told.

Threats followed and Blinken warned: "Any number of the Russian troops which crossed border of Ukraine will be considered as invasion, and on it prompt, rigid and uniform reply from the USA and our partners and allies will follow".

The USA, nevertheless assured Lavrov that implementation of the Minsk agreements is ready to promote. Will prepare the written offers which aren't ready to publish. Kind of already agree not to place intermediate-range and short-range missiles in Europe. Are ready to limit also scales of exercises in a contact zone, to resume contacts of military.

All this approaches, but only in a package of the requirements and conditions presented by Moscow.

At the deadlock of formulations

Since the beginning of negotiations it was clear that Moscow demands to allocate for NATO on a position of 1997, "to collect belongings and to go for the boundaries of 1997" as the Russian Deputy Foreign Minister Sergei Ryabkov said. It is clear, that even in case of consent with this requirement, a lot of things will depend on verbal formulations and temporary limits in which the agreement can be realized. But before, as tells Washington, it has to be "agreed" within NATO with allies.

Approach to this problem was offered by Thomas Graham, the former senior Russia director in National Security council of the USA, the member of the Washington Council for the international affairs (CFR), the adviser in Kissinger Associates. In an interview to the Kommersant newspaper he told that" … we, obviously, need to begin an extensive discussion how to construct the model [safety] satisfying all parties", but achievement of a new state by means of diplomacy will require patience.

Initial formulations of the parties in dialogue, initiated by Moscow, cardinally don't coincide. The USA asserts the right of the countries to decide into what alliances they to enter and aren't ready to limit the right of NATO for expansion. Russia considers that safety has to be indivisible, shouldn't be violated by the right of NATO for expansion. The contradiction in many respects scholastic, the decision depends on formulations which should be found.

The moratorium on expansion, referendum, "side between the American and Russian expansion", … "good fences create good neighbors", Graham argues, resorting to images. The compromise has to be first of all bilateral, - he says.

Someone adds that the neutral status for Ukraine can be the decision too.

The non-bloc status is the cornerstone of statehood of Ukraine. The Supreme Council of the Ukrainian SSR adopted on July 16, 1990 the Declaration on the state sovereignty. In the section "External and Internal Security" it is specified: "The Ukrainian SSR solemnly proclaims about the intention to become in the future constantly neutral state which isn't participating in military blocks".

Postscriptum

It would be nothing, but the anxiety inspires America's nervousness. The first sign of tension is Washington's reluctance to make public its written response to Russia's proposals for security guarantees.

The second is the propaganda demarche of the US Department of State, which before the meeting in Geneva cited seven examples of "the spread of misinformation and propaganda" by the Russian side, claiming that the military and intelligence of the Russian Federation are participating in an information confrontation, "exposing Ukraine as an aggressor.

Another sign of the wrong panic is the personal demarche of Secretary Blinken. He addressed the residents of Russia with a speech in which he actually called not to support the Kremlin's foreign policy, to abandon the "invasion of Ukraine." He did this while on a visit to Germany.

Obviously, the Secretary of State got along for a long time. Maybe he began to lose orientation in geographical space? Or did he imagine himself a notorious German propagandist who hopes that all the inhabitants of Russia catch his speech on the radio?

Finally, the same Bloomberg agency reported that the PRC authorities fear that the Russian "invasion" of Ukraine could spoil the atmosphere of the upcoming Beijing Winter Olympics. The Russian Foreign Ministry called the Bloomberg news fake from the American special services, and the agency itself - "information dump."

Russian President Vladimir Putin, at the invitation of Chinese President Xi Jinping, will attend the opening of the Olympic Games in Beijing on February 4. Then negotiations will be held.

Of course, all madness has its own logic. The United States also has it. But she is increasingly like the hero from the mentioned song of Vysotsky "Letter from a Madhouse." Only the authors of these crazy stories are still sitting in the White House.
