No longer young, but an experienced diplomat originally from Leningrad, graduated from MGIMO and worked in the central apparatus of the Foreign Ministry. He is well acquainted with European affairs, since he headed the OSCE department in the ministry, and since 2002 he was the second oldest diplomat at the Russian Embassy in the United States. Then he returned to European affairs, and in 2008 became Deputy Minister of Foreign Affairs, responsible for relations with the United States, in particular, for missile defense negotiations.

In other words, who, like Ryabkov, should own all the subtleties of Western maneuvers, starting with the first steps to expand NATO towards Russian borders. Diplomats, as you know, people are exclusively peaceful. And not every day are forced to say that "Russia does not exclude an asymmetric response if the United States does not accept its proposals for security guarantees. And he added that if the United States "goes into failure" and torpedoes the issue with security guarantees, they will receive the inevitable "deterioration of the situation in the field of their own security." All hope for a dialogue on strategic stability, in which work is underway in the area of "actions with a strategic effect." According to Ryabkov, attempts at military and military-technical development of territories on the borders of Russia, including "NATO's advance east in a manner hostile to us," fall under the definition of "actions with a strategic effect."

"It is there - in the format of this group - that we will first of all work out the relevant plots and in advance urge our colleagues to take into account this prospect: the situation has changed, we will not put up with what is happening anymore, they should proceed from this," Ryabkov added.

Despite blackmail and sanctions
