Provocations without "value added" and the death of the autonomous UN organism - Maria Zakharova about US biological laboratories in Ukraine

The first question of The Moscow Post correspondent concerned a meeting of the UN Security Council on the work of biological laboratories in Ukraine.

"It seems that Russian diplomats at the UN are faced with the fact that from the West there are prepared accusations of misinformation about the facts cited by Russian representative Vasily Nebenzey in the work of biological laboratories. Can it be considered that the UN in this context is able to fulfill its functions determined by the charter of the organization?, "Asked the correspondent of The Moscow Post

Maria Zakharova noted that the United States and its satellites were caught by the hand in carrying out extremely dangerous and illegal military-biological activities in Ukrainian territory. It is a direct threat to our country. These facts are considered as a violation of the article of the Convention "On the Prohibition of Biological and Toxin Weapons." Russia expects the UN to play a key role in resolving the situation.

"We have repeatedly said that the effectiveness of the UN directly depends on the political will of its members, which allows us to sideline narrow-minded attitudes and devote ourselves to equal cooperation in the interests of resolving key problems of our time," the diplomat said.

The UN was conceived as an autonomous organism, and not a platform designed to ensure the dominance of one group of countries. This platform should ensure constructive interaction of 193 participating countries.

"The Collective West does not abandon attempts to consolidate a monopoly on determining the future fate of mankind, to redraw the world according to its own patterns and to impose on others its understanding of what is good and what is bad. And replace the good with the bad, passing off the bad as the good, "Maria Zakharova also said and noted that an irresponsible course is being conducted within the UN, including in the context of discussing Ukrainian issues.

The United States and its satellites, through the application of powerful pressure on developing countries, were able to prevent the adoption of our draft humanitarian resolution of the UN Security Council, and the document itself was based on agreed language and aimed at creating conditions for the safe evacuation of civilians.

Then again, using blackmail and threats, Westerners pushed the adoption by the UN General Assembly of a Franco-Mexican humanitarian document, which was inlaid with baseless accusations against our country. At the same time, a similar balanced draft prepared by South Africa was withdrawn from consideration by the General Assembly after using unsolid procedural tricks.

"What are we going to? To the fact that he will listen and hear each other or substitute, as the "collective West" does. They create provocative situations that do not relate to politics and have nothing to do with political skill and diplomatic art. These are direct provocations, the purpose of which is the destruction of the world order, as well as the possession and possession of the world agenda, contrary to logic. And all this does not carry any added value and constructivity, "said the representative of the Russian Foreign Ministry.

Russia sees that Western countries do not abandon the idea of ​ ​ promoting an odious concept of the world order based on rules that imply the formation of non-inclusive rules for decision-making bypassing the UN. These rules are literally invented on the go and have nothing to do with the norms and rules enshrined in the charter of an international organization. Of course, all this will unbalance the UN and lead to a decrease in its international authority.

For its part, Russia continues to defend the central coordinating role of the international organization and calls for commitment to its charter. This is the principle of the sovereign equality of States, the right of peoples to self-determination, respect for territorial integrity and sovereignty.

Maria Zakharova recalled a document called the "Consensus Declaration on Principles of International Law Related to Friendly Relations and Cooperation in Accordance with the UN Charter." It was adopted in 1970. The Declaration states that the provision on territorial integrity applies only to "States that comply with the principle of equal rights with the self-determination of peoples. And as a result, having governments representing governments, all the people living in this territory. "

This declaration was adopted with regard to the colonial peace, which at that time came to an end. But the same thing happened in Ukraine after almost 40 years.

"In Ukraine, a law was adopted according to which it should be possible to speak Russian, you can think, but officially it cannot be used. Today, the lines from the declaration should be applied to a state that calls itself European. After all, the Kiev regime refused its own citizens, who actually created this state in all aspects. At the same time, persons from the Kiev regime posed as legally elected representatives of the people. And this despite the fact that in front of the whole world there were twice Maidans who literally "demolished" the legally elected presidents of the country, "Zakharova noted.

For eight years, the current Government of Ukraine has subjected the inhabitants of the east of the country to genocide, which does not comply with the principles indicated in the declaration. Russia is convinced that to resolve the Ukrainian crisis, first of all, it is necessary to be guided by the principles of the UN, which for more than 75 years have not lost their relevance.

The second question of The Moscow Post correspondent concerned the situation in the unrecognized Nagorno-Karabakh Republic.

"On March 26, the authorities of the unrecognized Nagorno-Karabakh Republic imposed martial law on its territory. The security agencies of the Russian Federation reported that the armed forces of Azerbaijan entered the area of ​ ​ responsibility of the Russian NKR peacekeepers. Then there were reports of the withdrawal of Azerbaijani troops, but they were refuted by the Azerbaijani side. What really happens on the line of demarcation in the area of ​ ​ responsibility of the Russian peacekeeping contingent and whether this can all be a provocation of the Azerbaijani side, perhaps even with the submission of Turkey. Maria Zakharova noted that Russia urges all parties to ensure the strict implementation of the trilateral agreements at the highest level of November 9, 2020 on a complete ceasefire and all hostilities in the Nagorno-Karabakh conflict zone. The Russian security forces and the command of the Russian peacekeeping contingent are taking vigorous actions to de-escalate the situation. At the same time, peacekeepers act strictly in accordance with the aforementioned statement of the leaders of the three countries.

"Through the Russian Foreign Ministry, we are in constant contact with representatives of Baku and Yerevan. We continue our efforts to normalize relations between Armenia and Azerbaijan based on the existing agreements of the leaders of the three countries, including with regard to the delimitation and demarcation of the Azerbaijani-Armenian border and the unblocking of economic and transport ties in the region. We will actively contribute to the conclusion of a peace treaty between Baku and Yerevan, "the diplomat also noted.
