How Biden spoke to the director of the US National Intelligence Agency.

"If I had started telling you about hypersonic 15 years ago, you would have mistaken me for the insane," the American president said, speaking to the staff of the US Director of National Intelligence. The performance was not broadcast live. American television channels distributed a recording of this speech after the event, which was attended by journalists from the White House press pool, The Moscow Post correspondent reports.

"I had an interesting meeting with Vladimir Putin. And he has a big problem - he manages an economy that has only nuclear weapons and oil towers, "Biden said. He added, confusing that Russia is the eighth country in the world in terms of GDP. "The Kremlin understands this, which makes Moscow an even more dangerous player," the American president summed up his knowledge of Russia.

DNI, what is this?

Prior to the 2004 law "On Reforming Intelligence and Preventing Terrorism," the US president led the intelligence community through the mediation of the director of the CIA. The terrorist attack on the Twin Towers, the Pentagon building, demanded change. This tragic episode of the attack on the United States from the territory of the United States itself put the whole country and its "intelligence community" in a state of deep shock and prolonged depression. What happened could only be compared to the assassination of President Kennedy. In both cases, the truth could not be fully clarified, despite the work of special commissions. The conclusion was simple: the special services missed the preparation of the attack.

Under the 2004 law, the Director of National Intelligence (DPR) became the new "integrator" of information for the White House. The head of the office should have "extensive experience and knowledge in the field of national security," lead the entire intelligence community, being an adviser to the president, as well as an adviser to the National Security Council. The head of the office cannot belong to any of the intelligence communities, which only officially number 17. The DPR is formally accountable even to the CIA director himself!

The American picture of the world, reflected in the reports of the DPR, projects this picture on the "mirror glasses" of Biden, employees of his apparatus. This projection is becoming a picture of the world for many other countries, especially US allies. But images in the "mirror glasses" of the president often turn out to be curved. This directly depends on the quality of the work of those who supply, interpret or distort information, intentionally or out of ignorance.

Ritual dances and dancers

It is clear that the position of the DPR is rather ritual, some special services are not accountable to this office, there are only a few hundred employees in its staff. In January, Biden appointed Evril Dennika Haines, born in 1969, as director. She was educated at three universities, worked as an assistant adviser to the president in the Obama administration, and as a legal adviser to the National Security Council. In 2013, she worked as deputy director of the CIA, and in 2014-17 she was deputy adviser to the US president on national security.

The first product of an office led by Ms. Haines was a report on interference in the 2020 election. Russia and Iran were accused of trying to prevent Biden from being elected. The report noted that the Russian special services did not hack computer networks, but spread misinformation through the press and persons close to the Trump administration.

Thus, Biden's apparatus diligently "added to the saga" about the vulnerability of the United States to the influence of "external forces," the information shell of elections and sentiment in American society.

The invasion of protesters in the Capitol building into the category of "external forces" has not yet entered. But for the first time in US history, the slogan "Election Interference" was entrenched at the official political level, became a factor in changes in the world, in the United States itself. As Biden noted, speaking in the DPR office, "threats have geographically become more heterogeneous than 20 years ago." Indeed, threats have become more internal than external. These threats are now dealt with by the FBI and the courts!

Russia reflected in "Biden's Glasses"

Biden not without reason noted the factor of rapid technological changes. In particular, the fact was that the United States has lost strategic superiority in offensive weapons, in missile defense systems. The theme of hypersonic weapons was heard. Russia allegedly remains the main rival of the United States in space and the field of strategic weapons, is a threat in the field of cybersecurity. It is able to "weaken Western alliances and influence world events" in a multipolar international order, - noted in one of the reports of the DPR.

Biden's swift decision to extend START fully reflected his understanding of the role of new technologies in the arms race. Although Biden came to the White House without much interest in Russia, tensions near Ukraine's borders this spring demonstrated the state of the Russian armed forces, their ability to deploy as soon as possible by NATO standards.

Russia's response to sanctions, feedback from ambassadors from Washington and Moscow, as well as complications in relations between the United States and China, ultimately led to a detailed exchange of views at the summit in Geneva, consultations on strategic stability. The first round of these consultations took place on Wednesday in Geneva at the US Permanent Mission to the UN Geneva headquarters. According to the Russian Foreign Ministry, "the United States has shown readiness for a constructive dialogue with Russia."

As compensation for the infringed "hypersonic" self-love of Biden, it seemed appropriate to "sympathize" with Vladimir Putin about the structure of the Russian economy, while being mistaken in the size of GDP, which, according to the World Bank, as well as the CIA, ranks sixth in the PPP conversion. And the US loses competition for resources in the Arctic because it relies not on new icebreakers, but on the presence of NATO forces in the region.

China Factor

Speaking about US security threats, President Biden put Moscow and Beijing nearby - "rivals and competitors" with whom it is necessary to establish cooperation in a number of areas such as countering climate change. To this could be added cooperation with the "autocracies" in matters of Washington's interaction with North Korea, the settlement of the Iranian nuclear program, as well as the stabilization of Syria and Afghanistan. Separately, there are problems of cyber security, non-proliferation, issues of regional stability.

Trump's presidency prompted Beijing to reassess bilateral relations. Biden deprived the Chinese leadership of the last illusions. The Chinese leadership is confident in the superiority of its system, prefers stability and competence, without rejecting movements towards democracy and institutions with Chinese specifics. In the year of the CCP century, leaders in Beijing are confident that the United States is no longer superior to China, but remains the most important economic partner.

In the United States, the new relationship of economic potentials is perceived as a threat, organized pressure on China in such areas as technology, Hong Kong, Taiwan, Xinjiang, the South China Sea, the Senkaku Islands. China began to occupy a little more than the first place in the context of the "geography of threats" to American security interests. Washington cannot but worry about military construction programs, the rapid expansion of the capabilities of the Chinese Navy. Hence the desire to oppose China through the consolidation of allied forces, as well as India, as part of the strategy of the Indo-Pacific region.

Europe, Biden and knowledge of Russia

"The United States is again on our side," said European Commission President Ursula von der Leyen at the opening of the online climate summit. Biden announced a return to the Paris Agreement, to the nuclear deal with Iran, sent a signal to abolish tariffs on EU goods. Indeed, America's "return" to Europe meant not only strengthening climate protection or NATO ties, but also new priorities for common "democratic values."

Washington's main foreign policy goal in Europe was to ensure that the European Union would be closer to the United States than to China, pay for defense spending and open the market to American companies. Despite the European NATO Union's solidarity with the "aggressive" Russia and the sanctions regime, Germany defended the Nord Stream-2 project, and Washington confirmed the importance of the Minsk agreements for resolving the conflict in Ukraine.

And in the comments of the press secretary of the Russian president on Biden's speech in the DPR office, something offensive was heard: "aides should have prepared background information for Mr. Biden that the share of the oil and gas sector in the GDP of the Russian Federation in 2020 was 15.2%. And in 2017, this share was 16.9%, consider 17%. And oil and gas revenues in the budget, in 2010 they were 46%, and in 2020 - 28%. If it were about qualified expert documents about our country, probably, at least, this information would be reported to the US president. We see that this was not done, "said Dmitry Peskov.

Well, this comment can be considered a clear illustration of the quality of the work of the DPR, as an "integrator" of the efforts of the American "intelligence community." At least, work in the Russian direction. True, after being appointed director of the DPR office, Haynes nevertheless noted that "Russia does not want a conflict with the United States." At least on this - Thank you!
