Donetsk People's Republic (DPR) and the Russian Federation have officially invited experts from the UN and the International Committee of the Red Cross (ICRC) to investigate the shelling of a pre-trial detention center in the village of Elenovka, DPR. The ICRC is in contact with the Russian Ministry of Defense in the interests of conducting an investigation into the strike on the pre-trial detention center, which led to the death of Ukrainian prisoners of war.

The building of correctional colony No. 120 was damaged. Eight employees of the isolation ward were injured. The building of the pre-trial detention center was almost completely destroyed, rescuers worked there all day on July 29. The Yelenovskaya colony, where the Azov militants (a terrorist organization banned in the Russian Federation), as well as prisoners of war of the 36th Marine Brigade of the Armed Forces of Ukraine, were subjected to shelling before, but there were no casualties and destruction, according to The Moscow Post.

This time, according to the official representative of the Ministry of Defense of the Russian Federation, as of the morning of July 30, 53 people were killed, including 50 Ukrainians, said the official representative of the Russian Ministry of Defense, Lieutenant General Igor Konashenkov. 73 people out of 193 prisoners of war who were in jail were taken to medical institutions with serious injuries. Estimates of the number of wounded ranged from 75 to 130.

There were no foreign mercenaries who took part in the hostilities in Ukraine.

The Russian Defense Ministry said that President of Ukraine Volodymyr Zelenskyy and the United States were responsible for the HIMARS strike on the colony in Yelenovka. The Investigative Committee of Russia opened a criminal case on the fact of a missile strike under the article "The use of prohibited means and methods in an armed conflict."

Witnesses and participants in crimes are removed

Get rid of witnesses and participants in atrocities, almost like in Chicago, where criminal groups once competed. The authorities of the republic are confident that it was a deliberate shelling in order to destroy those nationalists who have already begun to testify about the crimes they committed, including against civilians. This was stated by the head of the DPR Denis Pushilin.

President of Ukraine Volodymyr Zelenskyy and Washington are responsible for a missile strike on a pre-trial detention center in Yelenovka, where the captured soldiers of the Azov battalion (a terrorist organization banned in the Russian Federation) were. This was announced on July 30 by the Speaker of the State Duma of the Russian Federation Vyacheslav Volodin in the Telegram channel.

"This was done for one purpose: to prevent a new Nuremberg trials, where the captured Nazis - Azovites (Azov - a terrorist organization banned in the Russian Federation) would testify. Washington and Kyiv are removing witnesses to their crimes against humanity so that citizens of European states and the United States do not turn their backs on them, and the supply of weapons and ammunition continues, "Volodin wrote and added that the public testimony of militants regarding their nationalist actions would lead to demands to bring to justice leaders from some NATO countries.

DPR Ombudsman Daria Morozova clarified that two missiles hit the barrack, that it was Ukraine that insisted that Ukrainian prisoners of war be held in a pre-trial detention center in Yelenovka. "I repeat once again that it was Ukraine that insisted on this place of detention, respectively, they had all the coordinates. There were two straight hits to the barrack. I think it was all purposeful. And Ukraine deliberately destroys all the consequences of its war crimes in the territory of Donbass, "the Ombudsman emphasized and added that none of the employees of the correctional colony was seriously injured.

A month ago, militants who were held in a pre-trial detention center recorded video calling on the Kyiv authorities to stop shelling the colony where the prisoners are located. After the last shelling, they again turned to Zelensky and the command of the Armed Forces of Ukraine.

White House has "little information"

Only photos with fragments of the RSZO Himars rockets.

The strategic communications coordinator in National Security council at the White House John Kirby said that the USA has no sufficient data on firing of the pre-trial detention center. "We can't confirm it, we have no enough reconnaissance information", - Kirby at a briefing told, answering a request to comment on messages about an incident.

On questions at a briefing in the Pentagon the high-ranking official declared the "inadvertent" nature of blow. "If it was the blow from the Ukrainian side, I assure you, they didn't want it to do", – he told.

According to RIA Novosti, Volodymyr Zelensky in the evening on July 29 held a meeting in which the commander-in-chief of AFU Zaluzhny, the chief of GUR Budanov, the acting head of the Security Service of Ukraine Malyuk and the ombudsman Lubinets participated. Representatives of AFU deny blows to prison in Elenovka and accuse the Russian army of the event, saying that Moscow allegedly tries to hide tortures and murders of the Ukrainian prisoners of war who are contained in the pre-trial detention center.

In the video message Zelensky Azov (terrorist organization banned in the Russian Federation) who really were held in the pre-trial detention center of corrective labor colony No. 120 placed emphasis on the fighters of Nazi formation who gave up at the Azovstal plant in Mariupol.

The president of Ukraine urged the West to make the rogue state of Russia, having blabbed out the purpose of attack of AFU to the pre-trial detention center in Elenovka: "Also there has to be an accurate legal recognition of Russia by the state terrorist. Especially I address to the United States of America – the decision is necessary now", - he said in the TV clip.

We will wait for the reaction of the Secretary General

Deputy Permanent Representative of Russia to the UN Dmitry Polyansky called futile attempts to shift the blame for hitting the prison to Moscow. "If they were smarter, they could use something in addition to the HIMARS MLRS provided by the United States for shelling," TASS quoted him as saying.

In the Telegram channel, he said that the permanent mission appealed to the apparatus of the Secretary General of the organization with a demand to assess the situation with the shelling of SIZO No. 120 in Yelenovka. "It was also reported that the Investigative Committee of Russia began an investigation into the shelling with the involvement of international experts in order to identify the perpetrators of this crime and bring them to justice. We will wait for the reaction of the UN Secretary General, "Polyansky wrote.

The prison detention center in Yelenovka, where Ukrainian prisoners of war were, including soldiers of the Azov battalion (an organization banned in Russia), was chosen on July 29 for a missile strike by the Armed Forces of Ukraine. Fragments of shells of the HIMARS multiple launch rocket system were found at the site of the shelling, parts of the ammunition serial numbers were preserved on some of the wreckage.

The night shelling of Yelenovka was reported on Friday morning at the DPR representative office in the Joint Center for Control and Coordination of the Ceasefire. Donetsk clarified that the Ukrainian side deliberately attacked the barracks with prisoners.

In Yelenovka, militants of the nationalist formation "Azov" (an organization banned in Russia) were also held, the Russian Defense Ministry said.

Kyiv, according to Pushilin, fired at the colony with Ukrainian prisoners in order to "destroy those representatives, in particular, Azov (a terrorist organization banned in the Russian Federation), who began to testify."

The Russian Ministry of Defense confirmed that the Kyiv authorities intended to intimidate the militants of the Armed Forces of Ukraine with this shelling, to prevent their surrender in the future.

Circumstances, consequences, opinions

"The Russian Federation, in the interests of conducting an objective investigation into the strike on the pre-trial detention center in Yelenovka, which led to the death of a large number of Ukrainian prisoners of war, officially invited experts from the UN and the International Committee of the Red Cross," the Russian Defense Ministry said and published on official resources lists of those killed and wounded.

A spokesman for the UN secretary-general said the organisation was ready to send a panel of experts to investigate. In his statement, Farhan Khak, deputy secretary general of this organization, called the actions of the Kyiv authorities "a tragedy in the prison in Yelenovka," which requires an investigation. He added that the UN supports the initiative of the International Committee of the Red Cross.

The Ukrainian power destroyed prisoners in the pre-trial detention center in Elenovka that they were silent about crimes of Kiev, their physical elimination is favorable not only to Volodymyr Zelensky, but also I Will sink down, the head of the State Duma International Affairs Committee Leonid Slutsky said.

"The Ukrainian power itself decided to take out to captured "residents of Azov" (members of the Azov terrorist organization banned in the territory of the Russian Federation) the death sentence that they became silent about crimes of the Kiev mode forever … Obviously physical elimination of these neo-Nazis is favorable not only to Zelensky, but also his western sovereigns" — he wrote in the Telegram channel.

The headquarters of the territorial defense of the DPR said that Kyiv "purposefully destroys the surrendered Ukrainian militants in order to cover up the traces of war crimes committed against the civilian population of Donbass, and thereby force the rest to continue hostilities, and not surrender to the group of troops of the Donetsk People's Republic."

Vasily Stoyakin, a journalist, political scientist and author of the site Ukraine.ру said that on June 5, the Nezygar Telegram channel wrote: "Mi 6 is considering three possible options for using MLRS supplied to Ukraine. (…) The second goal is a prisoner of war camp in the village of Yelenovka, where the Nazis from Azovstal and servicemen of the Armed Forces of Ukraine are located. The British want to equip the MLRS strike as an attempt by the Russian Armed Forces to hide the "execution and torture of prisoners."

The correspondent of The Wall Street Journal Evan Gershkovich referring to the Russian sources, I said that AFU found in satellite pictures in Elenovka a congestion of people in a military uniform. Also "there is an assumption that AFU made the decision to eliminate own prisoners, proceeding from logic "there was nothing to be given in captivity" — the press service of the Konkord company tells his words.

It's not part of the mandate...

The ICRC maintains a "bilateral confidential dialogue" with the Russian Defense Ministry. The Red Cross, however, proceeds from the assumption that participation in an investigation involving alleged war crimes is not part of its mandate, humanitarian spokesman Evan Watson told TASS on Sunday.

According to him, the Red Cross is ready to send its employees to Yelenovka. The ICRC "already has medical, forensic and humanitarian teams working nearby" as the organisation has been present in Donetsk since 2014. The ICRC, in order to carry out its humanitarian mission, advocates "immediate access" to Yelenovka and "other places where the wounded and killed may have been displaced."

The Red Cross believes that the families of prisoners of war held in the pre-trial detention center in Yelenovka should be urgently informed about what happened. "The parties must do everything possible, including by conducting an impartial investigation, to help establish the facts regarding this attack and clarify this issue," Watson concluded.

First Deputy Permanent Representative of the Russian Federation to the United Nations Dmitry Polyansky said that Russia is waiting for a response from UN Secretary General Antonio Guterres to the shelling of the Ukrainian Armed Forces of the detention center in Yelenovka.

"It was also reported that the Investigative Committee of Russia began an investigation into the shelling with the involvement of international experts in order to identify the perpetrators of this crime and bring them to justice. We will wait for the reaction of the UN Secretary General, "Polyansky wrote in his Telegram channel.
